Staff Summary

                     Lake County is currently experiencing crowded conditions in its jails, and operational challenges related to space constraints in the court facilities.  The County recognizes that there are short and long term needs for additional space in the jail and for court operations.  In March of 2008, the Judicial Facilities Review Committee (JFRC), was formed by the Lake County Board to review these issues and make recommendations back to the County Board.

                     The JFRC would like to determine if any operational changes could assist in alleviating these space issues while a long-term facilities plan and study of potential funding mechanisms are underway.

                     Lake County issued Statement of Interest #28220.  Notices were sent to twenty-three (23) firms; responses were received from fifteen (15) firms.

                     In accordance with Section 5-101 (3) of the Lake County Purchasing Ordinance the selection committee evaluated all firms, then selected four (4) firms who were considered to be most qualified to provide the services and issued a Limited Request for Proposal #90089.

                     The Judicial Facilities Review Committee that was established by the Lake County Board acted as selection committee and held interviews with all four (4) firms.

                     In accordance with the evaluation criteria established in the Limited Request for Proposal, and the interview, the selection committee determined that the proposal submitted by Francis Cauffman in association with Justice Served is most favorable for Lake County at a reasonable compensation for the services rendered.

                     The scope of services includes consulting services for phase I needs assessments and will cost the County $149,970 charging it to account 101-1102040-71150-11011.

WHEREAS, Lake County is currently experiencing crowded conditions in its jails, and operational challenges related to space constraints in the court facilities.  The County fully recognizes the long term need for additional space in the jail and for court operations.  Current budget conditions will make these needed facility projects difficult, and in addition, it will be time consuming to plan and fund.

WHEREAS, The County would like to determine if any operational changes could assist in alleviating these space issues prior to funding any capital projects.  In addition, the County recognizes, and wishes to continue supporting, the many strengths in each of the judicial offices and numerous examples of the judicial offices working together.

WHEREAS, Lake County issued Statement of Interest #28220 that included Lake County’s desire to establish a relationship with a consultant to determine operational efficiencies that may be gained in the Lake County Criminal Justice system.

WHEREAS, in accordance with Section 5-101 (3) of the Lake County Purchasing Ordinance, a Statement of Interest #28220 was called for by publication for consulting services to conduct a needs assessment to identify operational challenges related to space constraints and to determine correlating operational efficiencies that may be gained in the Lake County Criminal Justice system ; and

WHEREAS, notices were sent to twenty-three (23) firms; responses were received from fifteen (15) firms and opened in the County Building, Waukegan, Illinois on December 12th, 2008; and

WHEREAS, in accordance with Section 5-101 (3) of the Lake County Purchasing Ordinance a selection committee evaluated all firms, then selected four (4) firms who were considered to be most qualified to provide the services and issued a Limited Request for Proposal #90089 which was opened April 28th; and

WHEREAS, in accordance with the evaluation criteria established in the Limited Request for Proposal, and the interview, the selection committee determined the proposal submitted by Francis Cauffman in association with Justice Served of Eureka, California is most favorable for Lake County; and

WHEREAS, negotiations were conducted and it was determined to be in the best interest of the County to enter into a contract with Francis Cauffman of Philadelphia, Pennsylvania in association with Justice Served of Eureka, California at a reasonable compensation for the services rendered; and

WHEREAS, this is Phase I of a multi-phased project that will review operations, identify certain opportunities for efficiencies, and make recommendations for further action;

WHEREAS, the JFRC will evaluate the recommendations and develop a their proposal that may include additional phases for implementation of the recommendations;

NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that the Purchasing Agent is hereby directed to enter into a contract with Francis Cauffman of Philadelphia, Pennsylvania in association with Justice Served of Eureka, California for consulting services to conduct Phase I of a study to determine operational efficiencies that may be gained in the Lake County Criminal Justice system in the amount of $149,740 charging accounts 101-1102040-71150-11011.
