R E S O L U T I O N
WHEREAS, pursuant to authority granted by this Lake County Board, the County Engineer heretofore called for sealed bids, by publication, to provide for the 2013 Traffic Signal Equipment Upgrade to upgrade existing traffic signal heads to LED and install Uninterrupted Power Supplies (UPS) at the following intersections: Buffalo Grove Road and Old Checker Road; Rollins Road and Clarendon/East End Road; and Saunders Road and Parkway North, and designated as Section 13-00000-11-GM; and
WHEREAS, in addition to the base bid work described above, the added alternative bidding process was used for bidders to provide costs for Alternative A work and Alternative D work, with a total contract award limit of $100,000; and
WHEREAS, added Alternative A includes the installation of LED signals and UPS units to the following intersections: Hart Road and Barrington High School, MLK Drive and Abbott Drive, Rollins Road and Nicole Lane, and Rollins Road and Orchard Lane; and
WHEREAS, added Alternative D includes the installation of LED signals and UPS units to the following intersection: Dilley's Road and Pinewood/Nations Drive; and
WHEREAS, pursuant to said publication and calling for said bids, sealed bids were received and opened on March 19, 2013, at 10:00 A.M., at the Lake County Division of Transportation in Libertyville, Illinois; and
WHEREAS, a tabulation of said bids compared to the total contract award limit of $100,000 resulted in the work to be done consisting of the base bid work and Alternatives A and D work, the combined bid tabulations being as follows:

WHEREAS, the Public Works and Transportation Committee, the County Engineer and the Purchasing Agent have examined each bid, and it appears that the lowest responsible bidder is Home Towne Electric, Inc., Lake Villa, Illinois, their bid being $97,155, based on estimated quantities and unit prices; and
WHEREAS, this Lake County Board, by prior resolution at its meeting of February 12, 2013, appropriated $120,000 of Motor Fuel Tax funds to upgrade existing traffic signal heads to LED and install UPS at a maximum of 14 intersections, and designated as Section 13-00000-11-GM.
NOW, THEREFORE BE IT RESOLVED by this Lake County Board, that a contract be awarded to said Home Towne Electric, Inc., Lake Villa, Illinois, in accordance with their bid of $97,155 based on estimated quantities and unit prices, and that the Purchasing Agent, the County Clerk, and the County Engineer of Lake County be authorized and they are hereby directed to enter into a contract with said low bidder to upgrade existing traffic signal heads to LED and install UPS at a maximum of 14 intersections, base bid work and Alternative A & D as described above, and designated as Section 13-00000-11-GM.
BE IT FURTHER RESOLVED that in as much as such estimated quantities are the best approximation that can be determined at this time, these quantities may be added to, deducted from, or modified from in the final determination of the contract cost in accordance with Chapter 605 of the Illinois Compiled Statutes, Act 5, Section 5-205.2 without further Board action, providing the final cost chargeable to the funds appropriated does not exceed the appropriation.
BE IT FURTHER RESOLVED that this appropriation be processed by the County Engineer for final approval of the Illinois Department of Transportation in accordance with the "Agreement of Understanding" between the Illinois Department of Transportation and Lake County, dated January 18, 2013.
