Joint resolution authorizing the execution of an agreement with the Village of Gurnee, stating the terms and conditions for the construction of a new multi-use path along Dilley’s Road from south of Lawson Boulevard to Stearns School Road, and appropriating $825,000 of ¼% Sales Tax for Transportation funds.

 

Staff Summary

                     This improvement will construct a new multi-use path along Dilley’s Road, from south of Lawson Boulevard to Stearns School Road.

                     This project will complete a gap in the non-motorized network that is identified on the Lake County Division of Transportation’s (LCDOT) priority non-motorized gap list and 2040 Non-Motorized Plan.

                     The Village of Gurnee will be the lead on the project and will own and maintain the multi-use path. The County will reimburse the Village for the County’s share of this project, estimated at $683,965.

                     The Village Board approved this agreement at its meeting on May 8, 2023.

                     The Village will start construction this year and the project is designated as Section 23-00128-08-BT.

RESOLUTION

 

WHEREAS, Dilley’s Road, County Highway 15, is a designated route on the County highway system; and

 

WHEREAS, in order to increase non-motorized connectivity and provide benefit to the safety and welfare of the traveling public, Lake County and the Village of Gurnee (Village) desire to install a multi-use path along Dilley’s Road, from south of Lawson Boulevard to Stearns School Road; and

 

WHEREAS, in 2009 Lake County, through its Division of Transportation (LCDOT), initiated a Non-Motorized Travel Study to assess existing bicycle/pedestrian facilities and non-motorized travel within LCDOT rights-of-way and to develop guidelines for integrating “Complete Streets” principals into the County-related improvements; and

 

WHEREAS, the Non-Motorized Travel Study included the analysis of gaps in the non-motorized network along LCDOT Highways and identified potential near-term projects for addressing gaps in the non-motorized system along LCDOT Highways; and

 

WHEREAS, in 2011 the LCDOT began advancing and funding projects to complete these priority non-motorized gaps; and

 

WHEREAS, this new multi-use path is identified on this list of priority non-motorized gaps and is also included on LCDOT’s 2040 Non-Motorized Plan; and

 

WHEREAS, the Village will be the lead on the project and will own and maintain the new multi-use path; and

 

WHEREAS, the County will reimburse the Village for engineering and construction costs; and

 

WHEREAS, Lake County and the Village are desirous of entering into an agreement stating the terms and conditions for construction of the new multi-use path, a draft copy attached hereto; and

 

WHEREAS, an appropriation of funds is required.

 

NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that the County Board Chair, the County Clerk, and the County Engineer of Lake County are authorized and hereby directed to execute an agreement, and any amendments, with the Village of Gurnee stating the terms and conditions for the construction of a new multi-use path along Dilley’s Road, from south of Lawson Boulevard to Stearns School Road; and

 

BE IT FURTHER RESOLVED, that the County Engineer shall transmit, in writing, the final agreement, and any subsequent amendments, to be executed by the County Board Chair and the County Clerk; and

 

BE IT FURTHER RESOLVED, that $825,000 of ¼% Sales Tax for Transportation funds are hereby appropriated for the construction of a new bike path along Dilley’s Road, from south of Lawson Boulevard to Stearns School Road, and designated as Section 23-00128-08-BT.
