Joint resolution authorizing a two year contract, with renewals, with McDermott Center (doing business as Haymarket Center), Chicago, Illinois, and a two year contract, with renewals, with Abraxas (a wholly-owned subsidiary of GEO Group, Inc.), Woodridge, Illinois, in the estimated amount of $670,000 for adult residential substance use treatment and other services in the Adult Probation Services Division of the Nineteenth Judicial Circuit Court Administrative Office.
Staff Summary
• The current contract for adult residential substance use treatment expires on April 30, 2020.
• There is a need to establish a contract with a vendor(s) to provide adult residential substance use treatment, recovery home services, and recovery coaching services for the Lake County Adult Probation and Psychological Services Divisions of the Nineteenth Judicial Circuit Court Administrative Office.
• Lake County extended requests to 15 vendors and received two proposals.
• In accordance with the Evaluation Criteria as established in the Request for Proposal, the Adult Probation Services and Psychological Services Divisions reviewed and determined that the proposals submitted by Haymarket Center and Abraxas are acceptable.
• This contract will be paid from Fund 250 (Probation Services Fee) and Fund 101 (General Fund) Specialty Courts and Adult Redeploy Grant funds.

RESOLUTION
WHEREAS, in accordance with Section 5-102 of the Lake County Purchasing Ordinance, Proposals were called for by publication for Adult Residential Substance Use Treatment for the Adult Probation Services Division of the Administrative Office of the Nineteenth Judicial Circuit Court; and
WHEREAS, subsequent to said publication, request for proposals were extended to 15 vendors; and
WHEREAS, sealed proposals were received and opened from two vendors in the County Building, Waukegan, Illinois, on Tuesday, February 4, 2020, at 11:00 a.m.; and
WHEREAS, in accordance with the Evaluation Criteria as established in the Request for Proposal, the Adult Probation Services Division reviewed and determined that the proposal submitted by Haymarket Center and Abraxas are acceptable.
NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that the Purchasing Agent is hereby directed to enter into two-year contracts, with renewals, with McDermott Center d/b/a Haymarket Center and Abraxas for Adult Residential Substance Use Treatment for the Adult Probation Services Division of the Administrative Office of the Nineteenth Judicial Circuit, charging the cost thereof to accounts 250 (Probation Services Fee) and Fund 101 (General Fund) Specialty Courts and Adult Redeploy Grant funds.
