Joint resolution authorizing grant awards from the 2013 Lake County Affordable Housing Program (LCAHP)
Staff Summary
· The Community Development Commission (CDC) has been charged with developing funding recommendations for the Lake County Affordable Housing Program (LCAHP).
· The LCAHP funds were made available for application concurrently with the HOME Investment Partnerships Program PY2013 funding.
· The funding made available for new funding requests in 2013 was in the amount of $250,000; more than $372,000 in requests were received.
Body
WHEREAS, Lake County has appropriated funds under the Lake County Affordable Housing Program (LCAHP) to increase affordable housing opportunities to residents of Lake County; and
WHEREAS, the CDC, having reviewed and approved the funding recommendations of its Affordable Housing Application Review Committee (ARC); and
WHEREAS, the Health & Community Services and the Financial & Administrative Committees, having reviewed and approved these LCAHP funding recommendations, are recommending approval by the Lake County Board.
NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that the County Board Chairman or his designee is hereby authorized to execute all necessary documents with the following agencies, in the amounts shown, for affordable housing activities:
· Affordable Housing Corporation (AHC) of Lake County - $100,000 Downpayment Assistance
· Affordable Housing Corporation (AHC) of Lake County - $45,000 Foreclosure Prevention
· Mano a Mano Family Resource Center - $10,000 Foreclosure Prevention
· ElderCARE@ChristChurch - $7,500 Homeowner Rehab
· Community Partners for Affordable Housing - $67,500 Housing Rehab
· Catholic Charities - $20,000 Rental Assistance.
BE IT FURTHER RESOLVED that the County Board Chairman or his designee is hereby authorized to execute lien releases, loan modifications, lien subordinations, and other administrative documents necessary to carry out the Lake County Affordable Housing Program projects.
