R E S O L U T I O N
WHEREAS, Lake County PASSAGE is a cooperative initiative of IDOT and Lake County to implement the federal initiative for the Intelligent Transportation System (ITS) in Lake County; and
WHEREAS, Lake County by and through its Division of Transportation and in cooperation with IDOT now desires to proceed with Phase 3 enhancements to PASSAGE; and
WHEREAS, Phase 3 of PASSAGE will provide for the expansion of the fiber optic network, provide redundancy to the existing system, create traffic response plans, and evaluate and provide the wireless communications; and
WHEREAS, Lake County has received federal Congestion Mitigation and Air Quality (CMAQ) funding for two interconnect segments which need to be under construction in 2009; and
WHEREAS, it is advisable that a firm be employed to provide professional services for said signal system enhancements including the provision of fully functional and integrated traffic signal system and equipment upgrade; and
WHEREAS, Lake County has selected a professional engineering services firm, Delcan Corporation, Schaumburg, Illinois, in accordance with the Local Government Professional Services Selection Act, for said signal system enhancements including a provision for a fully functional and integrated traffic signal system and equipment upgrades.
NOW, THEREFORE BE IT RESOLVED BY this County Board of Lake County, Illinois, that Delcan Corporation, Schaumburg, Illinois, be employed to provide professional services for the expansion of the fiber optic network, provision of redundancy to the existing system, creation of traffic response plans, and provision and evaluation of wireless communications and that the Chair of the County Board, the County Clerk and the County Engineer of Lake County are authorized and they are directed to execute on behalf of Lake County, a contract for the provision of said signal system enhancements including the provision of a fully functional and integrated traffic signal system and equipment upgrades between Lake County and Delcan Corporation, Schaumburg, Illinois. The County Engineer shall transmit in writing the final agreement to be executed by the Chair of the Lake County Board and the County Clerk.
BE IT FURTHER RESOLVED that there is hereby appropriated $2,500,000 from the ¼% Sales Tax for Transportation and Public Safety fund and designated as Section 09-00268-08-TL.
BE IT FURTHER RESOLVED that this agreement be administered in accordance with Chapter 605, Act 5, Section 5-205.2 of the Illinois Compiled Statutes without further Board action providing the final contract cost chargeable under the funds appropriated herein does not exceed the appropriation aforesaid.
