Title

Resolution authorizing an agreement with FGM Architects, Westchester, Illinois, to provide Pre-Design and Schematic Design Architectural/Engineering Services for a Multi-Agency Facility in Libertyville, Illinois, in the amount of $1,184,559.

 

Staff Summary

                     As part of the Fiscal Year 2025 Budget and in alignment with the Facilities Capital Improvement Plan, design of a new multi-agency facility in the Libertyville Campus tentatively planned to include the operations of the Coroner, some operations of the Sheriff, and storage space for the County Clerk was authorized.

                     Lake County issued Statement of Interest #25219, which described the scope of services required to provide a comprehensive design solution for the new facility.

                     Notices were sent to 50 firms and responses were received from 5 firms.

                     In accordance with the Local Government Professional Services Selection Act, a selection Committee evaluated all firms, then selected and interviewed three firms.

                     FGM Architects was determined to be the most qualified and negotiations were conducted.

RESOLUTION

 

WHEREAS, the County desires to contract with an architecture and engineering firm to provide pre-design and schematic design Architectural and Engineering services for a new Multi-Agency Facility in Libertyville, Illinois; and

 

WHEREAS, as part of the 2025 Capital Improvement Program Lake County has identified the need for forward planning efforts for a multi-agency facility in the Libertyville Campus tentatively planned to include the operations of the Coroner, some operations of the Sheriff, and storage space for the County Clerk; and

 

WHEREAS, Lake County Purchasing received and evaluated Statements of Interest from five professional firms of which three were short-listed; and

 

WHEREAS, Lake County has selected FGM Architects, in accordance with the Local Government Professional Services Selection Act, 50 ILCS 510/1 et. seq.; and

 

WHEREAS, there is a need to quantify the magnitude of the contemplated facility prior to engaging in complete design efforts and FGM has provided pricing on a design phase basis; and

 

WHEREAS, Lake County wishes to execute the Pre-Design and Schematic Design aspects of this proposal with the express intent of seeking Board guidance on the magnitude of future design phases; and

 

WHEREAS, FGM Architects has provided pricing for future design phases up to an additional $4,053,716, and execution of this option would require additional Lake County Board Authorization.

 

NOW, THEREFORE BE IT RESOLVED, by this County Board of Lake County, Illinois, that the Purchasing Agent is authorized and directed to execute on behalf of Lake County, an agreement, between FGM Architects, Westchester, Illinois, in the amount of $1,184,559, for pre-design and schematic design architecture and engineering services for a new Multi-Agency Facility for Lake County.
