Staff Summary

                     Buffalo Creek Wetland Mitigation Bank: Contract Award.

                     It is necessary to mitigate for impacts to wetlands caused by the construction of improvements to designated routes on the County highway system.

                     The use of wetland mitigation banks is an environmentally appropriate and cost-effective way of handling the mitigation of said wetland impacts.

                     This is a contract to construct the wetland, purchase plant materials, and to install specialized wetland plants that will meet the standards necessary for creating an Army Corp of Engineers Certified Wetland. 

                     The County and the Lake County Forest Preserve District (LCFPD) entered into an agreement effective April 28, 2000, as amended, providing for a land exchange and allowing the County to acquire a license from the LCFPD for the purpose of creating “wetland banking credits” that could be used for future public roadway improvements.

                     A total of five bids were received, ranging from $1,254,428.47 to $2,377,394.20 and the lowest responsible bidder is Semper Fi Land Services, Inc., Aurora, Illinois, in the amount of $1,254,428.47.

                     This project is included in the highway improvement program.

R E S O L U T I O N

 

WHEREAS, pursuant to authority granted by this Lake County Board, the Acting County Engineer heretofore called for sealed bids, by publication, for the construction of the Buffalo Creek Wetland Mitigation Bank, purchase of plant materials, and the installation of specialized wetland plants, and designated as Section 01-00000-00-ES.

 

WHEREAS, pursuant to said publication calling for said bid, sealed bids were received and opened on July 18, 2017, at 10:00 a.m. at the Lake County Division of Transportation in Libertyville, Illinois; a tabulation of said bids being as follows:

WHEREAS, the Public Works and Transportation Committee, the Acting County Engineer and the Purchasing Agent have examined each bid, and it appears that the lowest responsible bidder is Semper Fi Land Services, Inc., Aurora, Illinois, their bid being $1,254,428.47 based on estimated quantities and unit prices; and

 

WHEREAS, this Lake County Board, by prior resolution at its meeting of August 9, 2016, appropriated $2,285,000 of County Bridge Tax funds for the construction of the Buffalo Creek Wetland Mitigation Bank, and designated as Section 01-00000-00-ES.

 

NOW, THEREFORE BE IT RESOLVED by this Lake County Board, that a contract be awarded to said Semper Fi Land Services, Inc., Aurora, Illinois, in accordance with their bid of $1,254,428.47, based on estimated quantities and unit prices, and that the Purchasing Agent, the County Clerk, and the Acting County Engineer of Lake County be authorized and they are hereby directed to enter into a contract with said low bidder for the construction of the Buffalo Creek Wetland Mitigation Bank, and designated as Section 01-00000-00-ES

 

BE IT FURTHER RESOLVED that in as much as such estimated quantities are the best approximation that can be determined at this time, these quantities may be added to, deducted from, or modified from in the final determination of the contract cost in accordance with Chapter 605 of the Illinois Compiled Statutes, Act 5, Section 5-205.2 without further Board action, providing the final cost chargeable to the funds appropriated does not exceed the appropriation.
