Staff Summary

•                     The 19th Judicial Circuit Court received additional state funding from the Administrative Office of the Illinois Courts in the amount of $467,968.88 and $546,739.65 from the Office of Statewide Pretrial Services.

•                     The 19th Judicial Circuit Court will use additional state funding for Self-Represented Litigant (SRL) Paralegal salary and benefit costs and interpreter expenses for Fiscal Year 2026.

•                     The emergency appropriation increases the Fiscal Year 2026 budget by $426,031.43 in the accounts identified in this resolution.

RESOLUTION

 

WHEREAS, the Administrative Office of the Illinois Courts (AOIC) has approved an additional State Fiscal Year 2026 allocation of $467,968.88 for Lake County; and

 

WHEREAS, the Office of Statewide Pretrial Services (OSPS) has approved Lake County reimbursement requests totaling $546,739.65; and

 

WHEREAS, these additional state funds will support the 19th Judicial Circuit Court’s Self-Represented Litigant (SRL) services and court interpreter expenses, including salary and benefit costs associated with SRL Paralegal position; and

 

WHEREAS, the additional funding was not included in the County’s adopted Fiscal Year 2026 budget and an emergency appropriation is necessary to recognize the revenue and authorize the related expenditures.

 

NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that an emergency appropriation in the amount of $426,031.43 is hereby authorized for the 19th Judicial Circuit Court to recognize additional state funding and to appropriate those funds for Self-Represented Litigant Paralegal personnel costs and interpreter expenses as set forth above.
