·      Cedar Lake Road from IL Route 120 to Nippersink Road needs to be reconstructed and improved, and consulting engineering services will be utilized to study the alternatives.
·      The selected and recommended consultant is Crawford, Murphy & Tilley, Inc., Aurora, Illinois, at a cost of services of $394,372.25.

R E S O L U T I O N
 
WHEREAS, Cedar Lake Road from IL Route 120 to Nippersink Road is an unmarked state highway segment, originally built by Lake County, and is maintained by Lake County by agreement; and
 
WHEREAS, Cedar Lake Road is a designated County Highway (County Highway 28) both north and south of this road segment in this major north-south highway corridor; and
 
WHEREAS, Lake County has been implementing the Lake County Year 2020 Transportation Priority Plan which calls for the improvement of the Cedar Lake Road corridor; and
 
WHEREAS, the Lake County Division of Transportation's 5-Year Highway Improvement Program has programmed the improvement of the segment of Cedar Lake Road from IL Route 120 to Nippersink Road and the jurisdictional transfer of the entire unmarked state road segment to Lake County; and
 
WHEREAS, Lake County and the State are in discussions to transfer the jurisdiction of this unmarked state road segment to Lake County; and
 
WHEREAS, it would be beneficial for the safety and welfare of the motoring public if Cedar Lake Road from IL Route 120 to Nippersink Road could be reconstructed and improved; and  
 
WHEREAS, it is advisable that a consultant engineering firm be employed to provide Phase I engineering services (Preliminary Engineering) for said proposed reconstruction and widening; and
WHEREAS, Lake County, by and through its Division of Transportation, has selected a professional engineering services firm in accordance with the Local Government Professional Services Selection Act (50 ILCS 510/1 et. seq.); and
 
WHEREAS, Crawford, Murphy & Tilley, Inc., Aurora, Illinois, are consulting engineers skilled in the provision of said Phase I engineering services (Preliminary Engineering).
 
NOW, THEREFORE BE IT RESOLVED BY this County Board of Lake County, Illinois, that Crawford, Murphy & Tilley, Inc., Aurora, Illinois, be employed to provide said Phase I engineering services (Preliminary Engineering), and that the Chair of the County Board, the County Clerk and the County Engineer of Lake County are authorized and they are directed to execute on behalf of Lake County an agreement, a draft copy of said agreement attached hereto, for consultant engineering services between Lake County and Crawford, Murphy & Tilley, Inc., Aurora, Illinois.  The County Engineer shall transmit in writing the final agreement, to be executed by the Chair of the Lake County Board and the County Clerk.
 
BE IT FURTHER RESOLVED that there is hereby appropriated $475,000 of ¼% Sales Tax for Transportation and Public Safety funds for these engineering services designated as Section 08-00065-02-RS.
 
BE IT FURTHER RESOLVED that this agreement be administered in accordance with Chapter 605, Act 5, Section 5-205.2 of the Illinois Compiled Statutes without further Board action providing the final contract cost chargeable under the funds appropriated does not exceed the appropriation.
