Joint resolution accepting the Behavioral Health Treatment Court Collaborative (BHTCC) grant number 5H79SM061684, awarded by the United States Department of Health and Human Services, Substance Abuse and Mental Health Services Administration (SAMHSA) for the period of September 30, 2017 through September 29, 2018, which will continue to support the Nineteenth Judicial Circuit’s programing in this area, and authorizing an emergency appropriation with offsetting revenue, in the amount of $291,985.

 

Staff Summary

                     The SAMHSA awarded Lake County a four-year BHTCC grant in 2014.

                     The annual award amount was $340,231 but is subject to approval each year.

                     The award for Federal Fiscal Year 2018 has been reduced to $291,985.

                     The grant is intended to enhance the various specialty courts operated by the Nineteenth Judicial Circuit Court.  This includes Dialectical Behavior Therapy, housing counseling, an employment specialist, peer recovery services, and case management for specialty court clients. There is also funding for a required grant evaluator and for grant management.

                     The four main goals of the grant are:

o                     Increase stakeholder participation in the Nineteenth Judicial Circuit Court to address the behavioral health needs of adults involved with the criminal justice system;

o                     Enhance the trauma-informed care of adults in Specialty Courts;

o                     Improve the communication among BHTCC members in terms of resources, case management and referrals; and

o                     Document outcomes.

RESOLUTION

 

WHEREAS, the SAMHSA, a division of the U.S. Department of Health and Human Services, has awarded Lake County a BHTCC grant in the amount of $291,985; and

 

WHEREAS, the Nineteenth Judicial Circuit operates various specialty courts; and

 

WHERAS, the grant is intended to enhance these courts; and

 

WHEREAS, the BHTCC grant that was initially awarded in 2014 for a four-year period must be reapproved annually; and

 

WHEREAS, the Nineteenth Judicial Circuit will continue to contract with the Northern Illinois Council on Substance Abuse and other partners to meet four main goals which are to:

o                     Increase stakeholder participation in the Nineteenth Judicial Circuit Court to address the behavioral health needs of adults involved with the criminal justice system;

o                     Enhance the trauma-informed care of adults in Specialty Courts;

o                     Improve the communication among BHTCC members in terms of resources, case management and referrals;

o                     Document outcomes; and

 

WHEREAS, the Project Period is September 30, 2014 through September 30, 2018 but requires a continuation application each year.

 

NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that it hereby authorizes an emergency appropriation, with offsetting revenue, in the amount of $291,985 as outlined in the attached chart of accounts and the execution of Grant Award number 5H79SM061684-04 with the U.S. Department of Health and Human Services, Substance Abuse and Mental Services Administration (SAMHSA) for the period September 30, 2017 through September 29, 2018.
