Resolution to approve the local siting application for Meadowview Material Transfer Facility by Waste Management of Illinois, Inc.

 

Staff Summary

                     The County Board is the local siting authority under Section 39.2 of the Illinois Environmental Protection Act and Lake County Code §§ 50.46-50.53.

                     The Lake County Board approved the Host Agreement between Waste Management of Illinois, Inc. and Lake County for siting a Waste Transfer Station in Unincorporated Lake County at its meeting on January 14, 2025.

                     On Friday, February 13, 2026, Waste Management filed its application for local siting approval for the Meadowview Material Transfer Facility, located adjacent to the Countryside Landfill at 31725 N. Route 83, Grayslake, Illinois.

                     The public hearing was conducted on May 18 and 19, 2026.

                     In their role as the local siting authority, the County Board held a discussion and deliberation at its Committee of the Whole on August 7, 2026, to arrive at a recommendation regarding findings of facts to support approval of each of the nine criteria required under Section 39.2 of the Illinois Environmental Protection Act and Lake County Code §§ 50.46-50.53.

RESOLUTION

 

WHEREAS, Waste Management of Illinois, Inc. (“WMII”) pursuant to the Illinois Environmental Protection Act, 415 ILCS 5/39.2 (the “Act”) and Lake County’s Ordinance Establishing Procedures for New Pollution Control Facilities; Site Approval Requests (“Siting Ordinance”) filed an Application for approval of the Meadowview Material Transfer Facility to be located on 10.9 acres, located approximately three-quarters (3/4) of a mile north of the intersection of Illinois Route 83 and Peterson Road; and

 

WHEREAS, the County held a public hearing on May 18 and 19, 2026, pursuant to the Act and its Siting Ordinance; and

 

WHEREAS, the Hearing Officer, appointed pursuant to the Siting Ordinance by the Lake County State’s Attorney’s Office has provided his recommendations for the County Board’s consideration.

 

NOW, THEREFORE, BE IT RESOLVED, that the Findings of Fact, Conclusions of Law and Recommendations submitted by the Hearing Officer and attached hereto as “Exhibit A” is adopted in part by the County Board with the exception of special siting conditions paragraphs 14, 15 and 16; which have been redlined to indicate the exclusion; and

 

BE IT FURTHER RESOLVED, that the County Board approves the application submitted by WWMI for site approval of the proposed facility, Meadowview Material Transfer Facility, located in Lake County.
