• Lake County maintains nearly 1,400,000 square feet of real estate in support of a diverse range of government services.
• Over the past decade, the County has made significant investments in both rehabilitation and new construction and is looking to engage the various stakeholders to develop consensus on future projects, within the constraints of available resources, as well as to develop a systematic process for evaluating and planning future projects.
• There is a need for the services of an experienced consultant to assist the County in developing prioritization of these projects within the Counties capacity constraints.
• A request for proposal (RFP) was extended to 49 vendors, sealed proposals were received from six vendors, and interviews were held with four firms.
• An interdepartmental evaluation committee comprised of Finance and Administrative Services, 19th Judicial Circuit Court, Sheriff’s Office, and the County Administrator’s Office evaluated the proposals based on the criteria set forth in the RFP and selected Schmidt Associates, Indianapolis, Indiana, as the most favorable proposal for Lake County.
• The contract authorizes a six-month contract in an amount not to exceed $199,700 with negotiated hourly rates.
• An additional $50,000 of funding is being recommended for an owner controlled contingency.

RESOLUTION
WHEREAS, in accordance with Section 5-102 of the Lake County Purchasing Ordinance, proposals were called for by publication for consulting services for strategic facility planning for Lake County; and
WHEREAS, subsequent to said publication, a Request for Proposal (RFP) was extended to 49 vendors; and
WHEREAS, sealed proposals were received from six vendors and opened in the County Building, Waukegan, Illinois, on May 18, 2017, at 2:00 p.m.; and
WHEREAS, Lake County maintains nearly 1,400,000 square feet of real estate in support of a diverse range of government services; and
WHEREAS, over the past decade, the County has made significant investments in both rehabilitation and new construction and is looking to engage the various stakeholders to develop consensus on future projects, within the constraints of available resources, as well as to develop a systematic process for evaluating and planning future projects; and
WHEREAS, the County has identified the major capital projects anticipated for the foreseeable future. A simple estimate of all currently foreseen future major projects is over $250,000,000 of potential construction. Major projects include: new construction, additions and major renovations; and
WHEREAS, there is a need for the services of an experienced consultant to assist the County in developing prioritization of these projects within the Counties capacity constraints. The Strategic Facility Plan will build upon the County’s existing and relevant planning efforts including the current facility assessment and master plans; and
WHEREAS, an interdepartmental evaluation committee comprised of Finance and Administrative Services, 19th Judicial Circuit Court, Sheriff’s Office, and the County Administrator’s Office evaluated the proposals based on the criteria set forth in the RFP and selected Schmidt Associates of Indianapolis, Indiana as the most favorable proposal for Lake County; and
NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that the Purchasing Agent is authorized to enter into a contract with Schmidt Associates of Indianapolis, Indiana to provide consulting services for strategic facility planning for Lake County in the amount not to exceed $199,700 with negotiated hourly rates and an owner controlled contingency in the amount of $50,000.
