Staff Summary
· Quentin Road at US Route 12: Village of Deer Park Agreement.
· Quentin Road at US Route 12 will be improved by widening, reconstruction and the installation of three planted medians.
· One of the landscape medians lies within the Village of Deer Park.
· The Village of Deer Park desires additional median landscape plantings at its cost and will maintain all median landscape maintenance for the one landscape median within the Village.
· This resolution authorizes the execution of an intergovernmental agreement with the Village of Deer Park.

R E S O L U T I O N
WHEREAS, Quentin Road, County Highway 5, is a designated route on the county highway system; and
WHEREAS, in order to ensure the free flow of traffic and the safety and welfare of the motoring public, the County of Lake is desirous of improving the intersection of Quentin Road at Rand Road and Quentin Road from Rue Royal to White Pine Road by widening and reconstruction; and
WHEREAS, this improvement includes the installation of three planted medians; and
WHEREAS, one of the planted medians lies within the Village of Deer Park; and
WHEREAS, the Village of Deer Park desires that the county include, as part of the improvement, certain perennial plants within the said median; and
WHEREAS, the Village of Deer Park desires to maintain all landscape within the said median, with no reimbursement by the County; and
WHEREAS, Lake County and the Village of Deer Park are desirous of entering into an agreement stating the terms and conditions for the installation of one planted median and maintenance of the said median landscape, a draft copy of which is attached hereto
NOW, THEREFORE BE IT RESOLVED by this Lake County Board, that the County Board Chair, the County Clerk, and the County Engineer of Lake County, Illinois, are authorized, and are hereby directed to enter into an agreement between Lake County and the Village of Deer Park stating the terms and conditions for installation of one planted median and maintenance of the said median landscape along Quentin Road at US Rte 12.
BE IT FURTHER RESOLVED, that the County Engineer shall transmit, in writing, the final agreement to be executed by the County Board Chair and the County Clerk.
