Staff Summary

                     Delany Road, Dilleys Road, and Kilbourne Road Resurfacing: Contract Award.

                     Delany Road, Dilleys Road, and Kilbourne Road are in need of resurfacing.

                     These resurfacing improvements have been identified within the County’s pavement management system and are included in the 2013 program.

                     A total of three bids were received, ranging from $3,612,689.56 to $4,797,177.31, and the lowest responsible bidder is Curran Contracting Company, Crystal Lake, Illinois, in the amount of $3,612,689.56.

                     This resolution authorizes execution of the contract.

R E S O L U T I O N

 

WHEREAS, pursuant to authority granted by this Lake County Board, the County Engineer heretofore called for sealed bids, by publication, for the resurfacing of Delany Road, from Wadsworth Road to Illinois Route 173, Dilleys Road, from Illinois Route 132 to Wadsworth Road, and Kilbourne Road, from Russell Road to the State Line, and designated as Section 12-00999-33-RS; and 

 

WHEREAS, pursuant to said publication calling for said bid, sealed bids were received and opened on March 19, 2013, at 10:00 a.m. at the Lake County Division of Transportation in Libertyville, Illinois; a tabulation of said bids being as follows:

WHEREAS, the Public Works and Transportation Committee, the County Engineer and the Purchasing Agent have examined each bid, and it appears that the lowest responsible bidder is Curran Contracting Company, Crystal Lake, Illinois, their bid being $3,612,689.56 based on estimated quantities and unit prices; and

 

WHEREAS, this Lake County Board, by prior resolution at its meeting of February 12, 2013, appropriated $5,325,000 of Motor Fuel Tax funds, $295,000 of County Bridge Tax funds, and $120,000 of ¼% Sales Tax for Transportation and Public Safety funds for the resurfacing of Delany Road, from Wadsworth Road to Illinois Route 173, Dilleys Road, from Illinois Route 132 to Wadsworth Road, and Kilbourne Road, from Russell Road to the State Line.

 

NOW, THEREFORE BE IT RESOLVED by this Lake County Board, that a contract be awarded to said Curran Contracting Company, Crystal Lake, Illinois, in accordance with their bid of $3,612,689.56, based on estimated quantities and unit prices, and that the Purchasing Agent, the County Clerk, and the County Engineer of Lake County be authorized and they are hereby directed to enter into a contract with said low bidder for the resurfacing of Delany Road, from Wadsworth Road to Illinois Route 173, Dilleys Road, from Illinois Route 132 to Wadsworth Road, and Kilbourne Road, from Russell Road to the State Line, to Curran Contracting Company, Crystal Lake, Illinois, in the amount of $3,612,689.56, and designated as Section 12-00999-33-RS.

 

BE IT FURTHER RESOLVED that in as much as such estimated quantities are the best approximation that can be determined at this time, these quantities may be added to, deducted from, or modified from in the final determination of the contract cost in accordance with Chapter 605 of the Illinois Compiled Statutes, Act 5, Section 5-205.2 without further Board action, providing the final cost chargeable to the funds appropriated does not exceed the appropriation.

 

BE IT FURTHER RESOLVED that this award be processed by the County Engineer for final approval of the Illinois Department of Transportation in accordance with the “Agreement of Understanding” between the Illinois Department of Transportation and Lake County, dated January 18, 2013.
