Joint resolution authorizing an agreement with the State of Illinois, Illinois Department of Transportation (IDOT), for the use of federal highway funds for the widening and reconstruction of Quentin Road, from White Pine Road to Illinois Route 22, and appropriates $9,110,000 of ¼% Sales Tax for Transportation funds, and designated as Section 08-00090-12-CH.

 

Staff Summary

                     Quentin Road Widening and Reconstruction: IDOT Agreement and Appropriation.

                     The County has been allocated federal funds to widen and reconstruct Quentin Road, from White Pine Road to Illinois Route 22, and IDOT administers all federal highway funds.

                     This agreement provides that IDOT will pay 80 percent of the construction cost, and the County will be eligible to receive up to 80 percent reimbursement for the construction engineering cost.

                     This improvement is included in the Highway Improvement Program.

R E S O L U T I O N

 

WHEREAS, Quentin Road, County Highway 5, is a designated route on the County highway system; and

 

WHEREAS, the free flow of traffic at Quentin Road, from White Pine Road to Illinois Route 22, is beneficial to the safety and welfare of the State of Illinois and the County as a whole; and

 

WHEREAS, the State of Illinois and Lake County believe it would be beneficial to the safety and welfare of the motoring public if the Quentin Road, from White Pine Road to Illinois Route 22, could be improved by widening and reconstruction; and

 

WHEREAS, Phase III construction engineering is required to utilize federal highway funds for the above-described improvement; and

 

WHEREAS, the State of Illinois and Lake County are desirous of entering into an agreement to utilize federal highway funds for the improvement by widening and reconstructing Quentin Road, from White Pine Road to Illinois Route 22, and for Phase III construction engineering services setting forth the terms and obligations to each agency, a draft copy of which is attached hereto; and

 

NOW, THEREFORE BE IT RESOLVED by this Lake County Board that the County Board Chair, the County Clerk and the County Engineer of Lake County are authorized, and they are directed to execute an agreement, and any subsequent amendments thereto, pertaining to the financing of the above-named improvement.

 

BE IT FURTHER RESOLVED that the County Engineer shall transmit in writing the final agreement, and any amendments required by IDOT, to be executed by the County Board Chair and the County Clerk, and grant plan and specification approval to IDOT.  

 

BE IT FURTHER RESOLVED that there is appropriated $9,110,000 of ¼% Sales Tax for Transportation funds, and designated as Section 08-00090-12-CH.

 

BE IT FURTHER RESOLVED that this agreement, and any amendments required by IDOT, when executed in their final form, be submitted to IDOT for their approval and final processing.
