Resolution authorizing a lease extension of an additional one-year lease term with Michael Henningfield, McHenry, Illinois, in the amount of $4,500 for lease of County property for farming.

 

Staff Summary

                     Lake County desires to enter into a lease extension of an additional one-year lease term for the sole intention of farming on the County farm property of approximately 45 tillable acres in Libertyville, Illinois.

                     Pursuant to Illinois Statutes (55 ILCS 5/5-1005) the County Board has authority to make all contracts and do all other acts in relation to property to exercise its corporate power, including to sell and convey or lease any real or personal property owned by the County.

                     Since 2013, the County has been farming alfalfa on the site based on the minimal short-term disturbance of soils, from an ecological and land management perspective, and the overall reduction in application of chemicals and fertilizers once the crop is established.

                     As a result, the farmland has a “green” look year-round, blowing soils have been reduced, and a natural barrier is created to limit blowing and drifting snow in winter months. The use of the farmland is in accordance with the natural area management practices on the Central Permit Facility’s grounds.

                     A one-year lease will result in an annual revenue of $4,500.

RESOLUTION

 

WHEREAS, Lake County desires to enter into a lease extension of an additional one-year lease term for the sole intention of farming on the County farm property of approximately 45 tillable acres in Libertyville, Illinois; and

 

WHEREAS, pursuant to Illinois Statutes (55 ILCS 5/5-1005) the County Board has authority to make all contracts and do all other acts in relation to property to exercise its corporate power, including to sell and convey or lease any real or personal property owned by the County; and

 

WHEREAS, Alfalfa has a minimal short-term disturbance of soils from an ecological and land management perspective, and the overall reduction in application of chemicals and fertilizers; and

 

WHEREAS, the farmland has a “green” look year-round, there is a reduction in blowing soils, a natural barrier is created for blowing and drifting snow in winter months. The fuse of the farmland is in accordance with the natural area management practices on the Central Permit Facilities grounds.; and

 

WHEREAS, Lake County has determined that a one-year lease extension to Michael Henningfield, McHenry, IL is the best interest of the County.

 

NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that the Chair of the Board is authorized to enter into an amendment to a lease agreement with Michael Henningfield, McHenry, IL extending the lease term for an additional one-year term in the amount of $4,500, at a rate of $100 per acre for the Lease of County Property for Farming of which is attached hereto and made a part hereof.
