Staff Summary
·      There is a need to have a performance management system to assist in the performance appraisal process for Lake County employees.
·      The current County employee evaluation tool, Performance Impact, is no longer supported.
·      Oracle suite offers an evaluation tool, Performance Management, which interfaces with the County's existing human resources and payroll systems.
·      Previous discussions have determined that third party services are required to successfully implement Performance Management.  
·      A Request for Proposal (RFP) was issued to 22 vendors for implementation services of various modules of Oracle and proposals were received from seven vendors.
·      A selection committee comprised of staff from the Division of Transportation, Public Works, Human Resources, Finance and Administrative Services, Information Technology, Health Department, Circuit Court, Lake County Sheriff and the Purchasing Division recommend the services of PEG, Boise, ID, as the firm who best meets the needs of the County based on the RFP evaluation criteria.
·      The contract includes implementation and consulting services at a contract amount not to exceed $92,280.

WHEREAS, in accordance with Section 5-102 of the Lake County Purchasing Ordinance, proposals were called for by publication for the implementation services of various modules of Oracle; and
 
WHEREAS, the RFP was sent to 22 vendors, sealed proposals were received from seven firms and opened in the County Building, Waukegan, IL on March 28, 2013, at 2:00 p.m.,; and
 
WHEREAS, a selection committee comprised of staff from the Division of Transportation, Public Works, Human Resources, Finance and Administrative Services, Information Technology, Health Department, Circuit Courts, Lake County Sheriff and the Purchasing Division all recommend the services of PEG, Boise ID as the firm who best meets the needs of the County based on the RFP evaluation criteria; and.
 
WHEREAS, the contract includes implementation and consulting services.
 
 
NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that the Purchasing Agent is authorized to enter into a contract on December 1, 2013 with PEG, of Boise, ID, for the implementation of Performance Management in the amount of not to exceed $92,280 charging the costs to account #101-1103440-84040.
