Resolution authorizing an Intergovernmental Agreement between Lake County, Cook County, and Barrington School District 220 for the purpose of medication distribution.
 
Staff Summary
·      Illinois Department of Public Health (IDPH) requires that local public health authorities prepare for potential public health emergencies, including distribution of medications and vaccines to the public.
·      Lake County Health Department and Community Health Center (LCHD/CHC) has a plan in place to distribute medications via polling places throughout Lake County.
·      Several Barrington Area Council of Governments (BACOG) communities, including Barrington and Barrington Hills, which lie partially in Lake County, have elected to participate in Cook County's medication distribution plan.
·      Cook County Department of Public Health (CCDPH) has identified Barrington High School as a suitable site for medication distribution to the above residents.
·      Barrington High School is located in Lake County; therefore an Intergovernmental Agreement between the County of Cook, County of Lake and Barrington Community Unit School District 220 is required to authorize CCDPH and LCHD/CHC to share jurisdictional responsibilities for this purpose.  
 
Body
 
WHEREAS, the Illinois Department of Public Health requires that local public health authorities in Illinois prepare for potential public health emergencies, including situations requiring the distribution of medications and vaccines to the public, in order to protect the public's health; and
 
WHEREAS, in order to deliver medicine to 100% of Lake County's population within 48 hours, the Lake County Health Department and Community Health Center (LCHD/CHC), in conjunction with community partners (the County's Clerk office, county departments, townships, municipalities, law enforcement, fire departments, and many others), has developed an emergency medical distribution plan utilizing polling places; and
 
WHEREAS, the Barrington Area Council of Governments (BACOG) represents seven local villages and two townships in the Barrington area: Barrington, Barrington Hills, Barrington Township, Cuba Township, Deer Park, Lake Barrington, North Barrington, South Barrington, and Tower Lakes; and
 
      WHEREAS, several BACOG communities, including Barrington and Barrington Hills, have elected to participate in Cook County's medication distribution plan; and
 
      WHEREAS, the Cook County Department of Public Health (CCDPH) wishes to arrange for the use of Barrington High School to operate a clinic to serve the residents of these communities; and
 
      WHEREAS, District 220 operates Barrington High School, which is located in Lake County within the jurisdiction of the LCHD/CHC, and District 220 is willing to permit CCDPH to utilize a portion of the facility as a medication distribution site; and
 
      WHEREAS, LCHD/CHC and CCDPH desire to share their jurisdictional responsibilities by permitting CCDPH to operate a clinic at a portion of the facility serving residents of the of the combined service areas; and
 
      WHEREAS, Lake County and Cook County are willing to authorize the CCDPH and the LCHD/CHC to share their jurisdictional responsibilities for this purpose.
 
      NOW, THEREFORE, BE IT RESOLVED, that Lake County, IL does enter into the attached Intergovernmental Agreement Between County of Cook, County of Lake and Barrington Community Unit, School District 220 for the purpose of enabling CCDPH to operate a medication distribution site at Barrington High School.
