WHEREAS, the Illinois Criminal Justice Information Authority recently announced the availability of federal funding to support juvenile pre-employment programs at county juvenile probation departments; and
WHEREAS, the Nineteenth Judicial Circuit has a history of providing limited employment services for juveniles in the FACE-IT program and therefore sought the available funding to formalize and expand services to juvenile probation; and
WHEREAS, the Nineteenth Judicial Circuit has received $39,852 in Juvenile Accountability Block Grant funds that require a $4,428 match; and
WHEREAS, matching funds are available in the Probation Services Fee Fund 250; and
WHEREAS, the funding will be used to contract with local agencies and employers to provide youth with basic job and employment skills and paid internships; and
WHEREAS, the County Board must authorize the execution of a program agreement and an emergency appropriation of $44,280 to accept this grant and establish a juvenile pre-employment program.
NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that the County Board Chairman is authorized to execute a Program Agreement with the Illinois Criminal Justice Information Authority and an emergency appropriation of $44,280 for the Nineteenth Judicial Circuit Juvenile Pre-employment Program is hereby approved; and
BE IT FURTHER RESOLVED, that an emergency appropriation with offsetting revenue is hereby authorized in the amount of $44,280 per the attached chart of accounts; and
BE IT FURTHER RESOLVED, that a line item transfer in the amount of $4,428 from 250-3210010-79940 to 250-3210010-79920 and an interfund transfer from account 250-3210010-79920 to account 101-3200020-49920-000-000-000-32005 in the amount of $4,428 are also authorized.
