Staff Summary
· The County awarded a contract to Professional Meters, Inc. in April 2013 for meter replacement and construction of a fixed network infrastructure to transmit water meter usage data.
· The fixed network infrastructure needed to transmit meter usage data includes 66 data collection units, of which 29 of the units are proposed to be installed on existing ComEd poles.
· ComEd will allow the County to locate data collection units on poles for an annual lease price of $70 per pole per year, $2,030 annually.
· The ComEd agreement is for a two year initial term with automatic one-year extensions unless terminated by either party.
· This resolution authorizes execution of a Pole Attachment Agreement with ComEd for the Automated Meter Reading (AMR) project.

R E S O L U T I O N
WHEREAS, the County of Lake (County) owns, operates and maintains twelve (12) water systems, at various locations within Lake County; and
WHEREAS, within the twelve water systems, the County maintains and reads manual water meters for approximately 20,000 retail water and sewer customers for purposes of billing and collecting water and sewer user fees; and
WHEREAS, the County's long-term infrastructure improvements program requires replacement and automation of the County's meter reading system; and
WHEREAS, on April 9, 2013, the County awarded a contract to Professional Meters Inc. (PMI) to install new water meters and the associated fixed network infrastructure as part of an Automated Meter Reading (AMR) Project; and
WHEREAS, fixed network infrastructure needed to transmit meter usage data includes sixty-six (66) data collection units; and
WHEREAS, the data collection units must be installed on poles, water towers and buildings to provide sufficient height for data transmission; and
WHEREAS, twenty-nine (29) of the sixty-six (66) data collection units are proposed to be installed on existing Commonwealth Edison poles; and
WHEREAS, Commonwealth Edison is agreeable to allow the County to install the AMR data collection units on their poles; and
WHEREAS, the terms and conditions upon which the County can locate and maintain the AMR data collection units on Commonwealth Edison poles are contained within the Commonwealth Edison Pole Attachment Agreement; and
WHEREAS, execution of the Commonwealth Edison Pole Attachment Agreement must be authorized by Resolution of this County Board.
NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that the County Chair and County Clerk are hereby authorized and directed to execute the Pole Attachment Agreement with Commonwealth Edison associated with the AMR Project.
