Staff Summary
· The Lake County Public Works department operates and maintains hundreds of electrical power panels for its water and wastewater systems and is subject to compliance with electrical safety regulations.
· A professional engineering firm is required to perform the necessary inspections of 60 electrical power panels to assess arc flash hazards and provide required notifications for the County's northwest, northeast central, and northeast systems.
· Quality Power Solutions, LLC, Madison, Wisconsin was identified as the most qualified firm to provide services for this project.
· This resolution authorizes the Purchasing Agent to execute the agreement.

R E S O L U T I O N
WHEREAS, the County of Lake owns, operates and maintains numerous electrical power panels in the Northwest Lake, Northeast Central Lake and Northeast Lake Facilities Planning Areas; and
WHEREAS, the power panels must be assessed for arc flash hazards and labeled for proper "personal protective equipment" to be worn by field staff working on this equipment; and
WHEREAS, due to the specialized nature of this project, the County requires arc flash assessment related services from an engineering firm qualified in this type of engineering; and
WHEREAS, Quality Power Solutions, LLC, Madison, WI is qualified to provide the specialized assessment related services for this project; and
WHEREAS, the Public Works Department solicited and received statement of qualifications from professional engineering firms in accordance with the Quality Based Selection process for the Arc Flash Survey 2012 Project ; and
WHEREAS, the Public Works Department evaluated the statement of qualifications based on several criteria and determined that Quality Power Solutions was the most qualified firm to provide professional engineering services for this project; and
WHEREAS, an Agreement has been negotiated with Quality Power Solutions to provide the necessary engineering services; and
WHEREAS, execution of an Agreement for Professional Services must be authorized by Resolution of this County Board.
NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that the Purchasing Agent is hereby authorized and directed to execute the attached Agreement for Professional Services with Quality Power Solutions, LLC., in the amount of $109,682.21 for engineering services associated with the Arc Flash Survey 2012 Project and charging the costs thereof to accounts number 4820010, 4840010 and 4860010.
