Joint resolution authorizing an amendment for an extension and increase of federal funding for the State’s Attorney’s Victim of Crime Act (VOCA) Prosecutor Based Victim Services grant program number 215277, awarded by the Illinois Criminal Justice Information Authority (ICJIA), which will continue to support the program through December 31, 2017, and an emergency revenue appropriation of $19,103.

 

Staff Summary

                     This grant extension is for the Prosecutor Based Victim Services program, a VOCA victim assistance grant administered through the ICJIA.

                     The performance period of VOCA grant number 215277 was October 1, 2016 through September 30, 2017. The extension and increased grant funding of $19,103 would continue to support the program for an additional three months, through December 31, 2017.

                     The focus of this grant is to provide advocacy services to the currently underserved sexual assault victim population.

                     The federal funds are allocated to 86 percent of the grant assigned sexual assault victim witness coordinator’s salary and benefits.

                     Sources of program funding for this extension include $19,103 in federal funds and matching funds of $4,775 in County contribution as budgeted in the State’s Attorney’s budget, for a grant program total of $23,878.

RESOLUTION

 

WHEREAS, the ICJIA has announced an extension and increase in VOCA grant funding for the State’s Attorney’s Prosecutor Based Victim Services program number 215277, which will continue to support the program through December 31, 2017; and

 

WHEREAS, the Lake County State’s Attorney’s Office will continue to use this funding to provide advocacy services to the currently under-served sexual assault victim population through December 31, 2017; and

 

WHEREAS, the VOCA grant number 215277 has been extended with an increase in program funding of $19,103 and it is necessary to appropriate this revenue amount; and

 

WHEREAS, it is necessary to authorize the extension amendment as described herein; and

 

NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that the execution of the amendment of the VOCA grant number 215277 with the ICJIA for the Lake County State’s Attorney’s Prosecutor Based Victim Services program to continue through December 31, 2017, is hereby accepted; and

 

BE IT FURTHER RESOLVED, that grant program expenses are already included in the State’s Attorney’s budget; and

 

BE IT FURTHER RESOLVED, that grant revenue in the amount of $19,103 from the ICJIA, will be deposited into account number  101-3311010-45334 and matching funds of $4,775, budgeted in the approved State’s Attorney’s budget will be charged to grant management center 101-3311010; and

 

BE IT FURTHER RESOLVED, that the emergency revenue appropriation in the amount of $19,103 be approved; and

 

BE IT FURTHER RESOLVED, that the State’s Attorney shall serve as project director for the program, and accurate records of all necessary grant compliance requirements shall be kept by the State’s Attorney Office; and

 

BE IT FURTHER RESOLVED, that the Chairman of the Board, the Lake County State’s Attorney, and the Lake County Treasurer are hereby authorized to execute the necessary documentation in order to accept the grant renewal.
