Resolution confirming that floods from presidentially declared disasters of 2008 meet the Urgent Need National Objective for the State of Illinois administered Community Development Block Grant (CDBG) “Midwest” Disaster Recovery Program.

 

Staff Summary

                     The federal Supplemental Appropriations Act of 2008 (Public Law 110-252-No.1) appropriated funds to the CDBG program for specific recovery activities related to 2008 presidentially declared disasters and established the CDBG “Midwest” Disaster Recovery Program, administered by the State of Illinois Department of Commerce & Economic Opportunity (DCEO).

                     Following the declaration in 2008, DCEO identified a total of 45 eligible FEMA approved recovery projects for 10 units of local government within Lake County; no projects from unincorporated Lake County were eligible.

                     In 2010 the County Board authorized the Community Development Division to compile materials from the eligible local government units into one omnibus program application and serve as the single point-of-contact on behalf of the units of local government.

                     The recovery funding applied for is $510,732.81.

                     In order to comply with federal CDBG regulations, DCEO has requested that recipient jurisdictions pass a resolution confirming that the floods of 2008 meet the Urgent Need National Objective and was a serious and immediate threat to the health, safety, and/or welfare of the community with no identifiable alternative funding sources.

 

Body

WHEREAS, Lake County, on behalf of the municipalities and governmental entities within its boundaries, is applying to the State of Illinois for a CDBG Disaster Recovery Public Assistance Program match grant; and

 

WHEREAS, for a project to eligible for funding it must meet one of the national objectives under the CDBG Program; and

 

WHEREAS, it was determined that a serious and immediate threat to the health, safety, or welfare of the community existed; and

 

WHEREAS, the threat was created by the disasters of 2008 and so was of recent origin; and

 

WHEREAS, the County and the governmental entities within its boundaries were unable to finance the activity on their own; and

 

WHEREAS, no other sources of funding were available to carry out the activity in the time frame required.

 

NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that the County does hereby confirm that the projects listed in the application for CDBG disaster recovery funding under the CDBG Disaster Recovery Public Assistance Program match grant meets the national objective under the CDBG Program of meeting a community development need having a particular urgency; and

 

BE IT FURTHER RESOLVED, that the County Board Chairman is hereby authorized to execute such documents and all other documents necessary for the carrying out of said application.
