Staff Summary
• Facilities and Construction Services (FCS) is preparing all permits as part of the proposed demolition of Winchester House. The stormwater drainage easement must be established with the Village of Libertyville (Village) per the Lake County Watershed Development Ordinance.
• The easement establishes the limits of the areas that have been designated for stormwater management that need to be preserved, owned, and maintained by the County. The Village’s only involvement in these areas comes in the right to access and perform maintenance if it is found that the property owner is not fulfilling its responsibilities.
• FCS staff met with Village and State’s Attorney staff to develop the language in the easement.

R E S O L U T I O N
WHEREAS, Lake County is the owner of real property described as follows: Tax Assessment Parcels identified by Property Identification Numbers: 11-08-400-010, 11-09-300-014, 11-16-100-001, and 11-17-200-003; commonly known as the Lake County Government Libertyville Campus (“Libertyville Campus”).
WHEREAS, the Village of Libertyville is the primary authority governing the development of properties within its jurisdiction; and
WHEREAS, the County of Lake and Village of Libertyville have jointly identified the orderly detention of and transmission for stormwater at the Libertyville Campus to be in their mutual best interest; and
WHEREAS, the County of Lake has agreed to establish and dedicate permanent stormwater management easements for the purposes of stormwater detention/retention and conveyance over certain areas of the Libertyville Campus identified as Stormwater Management Easement A, Stormwater Management Easement B, Stormwater Management Easement C, and Stormwater Management Easement D as specified and depicted on the Plat of Easement attached as Exhibit A which is incorporated herein.
NOW, THEREFORE BE IT RESOLVED by this County Board of Lake County, Illinois that the Stormwater Management Easement A, Stormwater Management Easement B, Stormwater Management Easement C, and Stormwater Management Easement D (as identified and depicted on Exhibit A) as specified and depicted on attached Exhibit A are hereby established and dedicated at the Libertyville Campus and the Chairman of the Lake County Board is hereby authorized to execute said Plat of Easement on behalf of the County.
