Joint resolution authorizing the renewal of two agreements between Lake County and Pace Suburban Bus Division of the Regional Transportation Authority (RTA) providing terms and conditions for the year of 2013, by which Pace will coordinate operations of, and partially fund, the Lake County Northwest Demonstration Project for the expansion of the paratransit services to meet the needs of the mobility challenged constituent populations in Antioch, Avon, Fremont, Grant, Lake Villa and Wauconda Townships.  This project is designated as Section 09-00280-01-ES.
 
Staff Summary
·      Lake County Northwest Demonstration Project in Antioch, Avon, Grant, Lake Villa, Fremont and Wauconda Townships: Pace Suburban Bus Service Intergovernmental and Subsidy Agreements.
·      The County, on behalf of the Lake County Coordinated Transportation Services Committee (LCCTSC) has received "New Freedom" grant funding from the RTA in 2008 and will receive 2011 RTA grant funding.
·      The County on behalf of the LCCTSC has received 2011 "Job Access Reverse Commute (JARC)" grant funding from the RTA.
·      The County has two agreements, a Subsidy Agreement and an Intergovernmental Agreement, with Pace that will expire December 31, 2012.      
·      The two agreements provide for Pace to operate paratransit services for the Lake County Northwest Demonstration Project and to reimburse the County a portion of the grant's local match for 2013.
·      Pace intends to supply up to $100,000 of the local match for this project in the year of 2013.
·      The resolution authorizes the two new agreements to have a termination date of December 31, 2013, with other terms being the same as previous agreements.

R E S O L U T I O N
 
WHEREAS, this County Board, at its meeting of November 14, 2006, adopted a resolution in support of the Lake County Coordinated Transportation Services Committee (LCCTSC) goal to develop a borderless paratransit system service in Lake County to meet the needs of the mobility challenged constituent population; and
 
WHEREAS, this County Board, at its meeting of November 10, 2009, authorized an agreement for the receipt of 2008 federal "New Freedom" grant funds for the Lake County Northwest Demonstration Project, over two years, administered by the Regional Transportation Authority (RTA) to provide partial funding for the expansion of paratransit service in Lake County during weekdays in Antioch, Avon, Grant and Lake Villa Townships; and
 
WHEREAS, this County Board, at its meeting of August 14, 2012, expanded the service area to include Fremont and Wauconda Townships; and
 
WHEREAS, said "New Freedom" grant fund agreement calls for local funding match of said funds; and
WHEREAS, this County Board, at its meeting of November 10, 2009, appropriated $700,000 of the ¼% Sales Tax for Transportation and Public Safety funds for the County's portion of this project and designated as Section 09-00280-01-ES; and
 
WHEREAS, this County Board, at its meeting of November 10, 2009, authorized two agreements with Pace, the Subsidy Agreement and an Intergovernmental Agreement, to operate paratransit services for the Lake County Northwest Demonstration Project for two years and to reimburse the County 50% of the grant's local match; and
 
WHEREAS, this County Board at its meeting of December 13, 2011, authorized two agreements with Pace, the Subsidy Agreement and an Intergovernmental Agreement, to operate paratransit service for the Lake County Northwest Demonstration Project for one year and to reimburse the County 50% of the grant's local match; and
 
WHEREAS, this County Board, at its meeting of August 14, 2012, authorized an agreement for the receipt of 2011 federal "Job Access Reverse Commute (JARC)" grant funds for the Lake County Northwest Demonstration Project, over two years, administered by the Regional Transportation Authority (RTA) to provide partial funding for the expansion of paratransit service in Lake County during weekdays in Antioch, Avon, Grant, Lake Villa, Fremont and Wauconda Townships and appropriated $450,000 of the 1/4% Sales Tax for Transportation and Public Safety funds; and
 
WHEREAS, said "JARC" grant fund agreement calls for local funding match of said funds; and
 
WHEREAS, this County Board, at its meeting of November 20, 2012, will consider approval of an amendment to the said 2008 "New Freedom" grant agreement with the RTA to extend the termination date for the Lake County Northwest Demonstration Project to August 31, 2013, or until the "New Freedom" funds are expended; and
 
WHEREAS, this County Board, at its meeting of November 20, 2012 will consider approval of the 2011 federal "New Freedom" grant agreement with the RTA for the Lake County Northwest Demonstration Project beginning October 1, 2012 through September 30, 2014; and
 
WHEREAS, this County Board, at its meeting of November 20, 2012 will consider an appropriation of $450,000 of the 1/4% Sales Tax for Transportation and Public Safety funds for the County's portion of this project and designated as Section 09-00280-01-ES; and
 
WHEREAS, Lake County and Pace Suburban Bus Division of the RTA are desirous of renewing the said two Pace agreements, to enable Pace to continue the coordination of all operations of the Lake County Northwest Demonstration Project and providing up to $100,000 of the required local match to the grant funds in 2013, draft copies of said two agreements are attached hereto; and
 
NOW, THEREFORE BE IT RESOLVED by this County Board, that the County Engineer of Lake County is authorized and directed to execute the agreements, and subsequent amendments, between Lake County and Pace Suburban Bus Division of the Regional Transportation Authority pertaining to the Lake County Northwest Demonstration Project for the year of 2013.
