Resolution authorizing a contract with Kimley Horn, Deerfield, Illinois to manage the development and implementation of an ADA Transition plan in the amount not to exceed $345,000.

 

Staff Summary

                     Title II of the Americans with Disabilities (ADA) Act requires the removal of existing barriers in public places that impact the ability for individuals with disabilities to participate in government programs, services and activities.

                     As part of the Fiscal Year 2024 budget, funding was allocated to contract with a firm to develop and implement an ADA transition plan for the County’s public rights-of-way and update the existing ADA transition plan for all other facilities, programs and services, in accordance with all applicable laws and guidelines.

                     A Request for Proposal was extended to 28 vendors, sealed proposals were received from six vendors.

                     Based on the criteria set forth in the Request for Proposals, the evaluation committee selected Kimley-Horn of Deerfield, Illinois as the most qualified and favorable proposal for Lake County.

                     The Agreement for the work includes a review of the 2016 Transition Plan prepared by ACT Services; 2018 curb ramp evaluations; ADA compliance review of policies, practices, programs, and activities; pedestrian street crossings along the public rights-of-way sidewalks; on-street accessible parking; review of current facilities data; a public outreach program and culminate in the development of an ADA Transition Plan that staff will be trained to maintain and update.

RESOLUTION

 

WHEREAS, in accordance with Section 5-102 of the Lake County Purchasing Ordinance, proposals were called for by publication for and ADA Transition Plan Consultant for Lake County; and

 

WHEREAS, subsequent to said publication, requests for proposals were extended to 28 vendors; and

 

WHEREAS, sealed proposals were received from six vendors, on August 2, 2024, at 11:00am; and

 

WHEREAS, based on the criteria set forth in the Request for Proposal, the evaluation committee selected Kimley-Horn of Deerfield, Illinois, as the most qualified and favorable proposal for Lake County.

 

NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that the Purchasing Agent is authorized to enter into a professional service agreement with Kimley-Horn of Deerfield, Illinois, to manage the development and implementation of an ADA Transition Plan in an amount not to exceed $345,000.
