Staff Summary

                     In 2022, eight Lake County PSAPs agreed, through an Intergovernmental Agreement (IGA) to establish a PSAP Consolidation Committee focused on working with stakeholders to establish a NEW CONSOLIDATED PSAP in Lake County.

                     Committed Parties to the PSAP Consolidation Committee IGA are Lake County Sheriff, CenCom E911, Fox Lake, Gurnee, Lake Zurich, Mundelein, Vernon Hills, and Waukegan and the County of Lake (as the Executive Agent).

                     The IGA between participating PSAPs agreed to use Lake County as its Executive Agent and delegates to the County the authority to conduct a procurement process for retaining Legal Support a well as entering into contracts, making payments (upon written direction from the PSAP Consolidation Committee), and for receiving the initial financial contributions to this project.

                     The County will compile a list of lawyers / law firms with expertise in 9-1-1, emergency dispatch, and Joint Emergency Telephone System Board ETSB operations and consolidations for review and final selection by the PCC Chair.

                     Funding for this agreement / contract will be from the PSAP Consolidation Committee contributions defined in the IGA.

RESOLUTION

 

WHEREAS, eight PSAPs have agreed through an IGA to establish a NEW CONSOLIDATED PSAP; and

 

WHEREAS, the IGA between participating PSAPs agreed to use Lake County as its Executive Agent for the purpose of hiring and paying a Project Manager, entering into contracts, making payments (upon written direction from the PSAP Consolidation Committee), and for receiving the initial financial contributions to this project; and

 

WHEREAS, participating PSAPs have contributed to the NEW CONSOLDIATED PSAP Fund to cover projected project costs including (a) hiring and paying a Project Manager, who shall be retained by the County (the Executive Agent) as described below; (b) retaining Project Consultants (either an individual or a firm) to support detailed consolidation planning; (c) retaining Legal Counsel (either an individual or a firm) to review plans and agreements; and

 

WHEREAS, in accordance with Section 33.068 of the Lake County Purchasing Ordinance, Lake County, as the Executive Agent, may enter into agreement with the selected lawyer or law firm approved by the Chair of the PSAP Consolidation Committee, in an amount up to $25,000.

 

NOW, THEREFORE, BE IT RESOLVED, by this Public Safety Answering Point (PSAP) Consolidation Committee that Lake County, as the Executive Agent, is authorized to enter into a professional services agreement with a lawyer or legal firm approved by the Chair of the PCC to support the development of the Implementing Intergovernmental Agreement (and related documents); and

 

BE IT FURTHER RESOLVED, that Lake County, as the Executive Agent, is authorized to expend up to $25,000 from the Regional PSAP Consolidation Fund for said legal support.
