Joint resolution authorizing an agreement with Bravo Company Engineering, Lisle, Illinois, for Phase II design engineering services for the resurfacing, restoration, and rehabilitation (3R) improvement of Fairfield Road, including non-motorized travel improvements, from Rollins Road to Monaville Road, at a maximum cost of $952,636.63 and appropriating $1,145,000 of Motor Fuel Tax funds.

 

Staff Summary

                     This 3R improvement will include wider shoulder widths, flatter slopes, improved drainage, paved (bike-friendly) shoulders, centerline and shoulder rumble strips, and a new multi-use path.

                     Lake County selects professional engineering firms in accordance with the Local Government Professional Services Selection Act, 50 ILCS 510/1 et. seq.

                     The Lake County Division of Transportation’s Consultant Selection Process has been approved by the Federal Highway Administration and the Illinois Department of Transportation, and the firm selected for this project was selected in accordance with this approved process.

                     The selected firm has a satisfactory past relationship with the Lake County Division of Transportation.

                     This project is included in the Transportation Improvement Program, and designated as Section 23-00120-07-RS.

RESOLUTION

 

WHEREAS, Fairfield Road, County Highway 49, is a designated route on the County highway system; and

 

WHEREAS, Lake County believes it would be beneficial for the safety and welfare of the traveling public if Fairfield Road, from Rollins Road to Monaville Road, could be improved; and

 

WHEREAS, Phase II design engineering services are required for these improvements; and

 

WHEREAS, it is recommended that a consultant engineering firm be employed to provide Phase II design engineering services for said proposed improvement; and

 

WHEREAS, Lake County, by and through its Division of Transportation, has selected a professional engineering services firm in accordance with the Local Government Professional Services Selection Act, 50 ILCS 510/1 et. seq.; and

 

WHEREAS, Bravo Company Engineering, Lisle, Illinois, are consultant engineers skilled in the provision of said Phase II design engineering services; and

 

WHEREAS, an appropriation of funds is required.

 

NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that the County Board Chair, the County Clerk, and the County Engineer of Lake County are authorized and hereby directed to execute on behalf of Lake County an agreement, and any amendments, between Lake County and Bravo Company Engineering, Lisle, Illinois, at a maximum amount of $952,636.63, for Phase II design engineering services for the 3R improvement of Fairfield Road, including non-motorized travel improvements, from Rollins Road to Monaville Road, a draft copy of which is attached hereto; and

 

BE IT FURTHER RESOLVED, that the County Engineer shall transmit, in writing, the final agreement, and any amendments, to be executed by the County Board Chair and the County Clerk; and

 

BE IT FURTHER RESOLVED, that there is hereby appropriated $1,145,000 of Motor Fuel Tax funds for these Phase II design engineering services, and designated as Section 23-00120-07-RS; and

 

BE IT FURTHER RESOLVED, that this agreement be administered in accordance with Chapter 605, Act 5, Section 5-205.2 of the Illinois Compiled Statutes without further board action providing the final contract cost chargeable under the funds appropriated does not exceed the appropriation; and

 

BE IT FURTHER RESOLVED, that the County Clerk is hereby directed to transmit four certified originals of this resolution to the district office of the Department of Transportation; and

 

BE IT FURTHER RESOLVED, that this appropriation be processed by the County Engineer for final approval on behalf of the Illinois Department of Transportation in accordance with the “Agreement of Understanding” between the Illinois Department of Transportation and Lake County, dated May 3, 2018.
