Joint resolution authorizing a five-year contract with Axon, Scottsdale, Arizona, for the purchase of body-worn cameras for the Lake County Sheriff’s Office (LCSO) for use in the jail in the amount of $675,003.75, or $135,000.75 per year.

 

Staff Summary

                     The LCSO has an operational need to maintain an ongoing service and maintenance contract for body-worn cameras to enhance transparency, deter inmate behavior and safeguard against false claims of misconduct.

                     The current vendor, VieVu, has been acquired by Axon and, as such, they have begun to phase out the VieVu body-worn cameras, support and digital media storage device and have transitioned many of VieVu’s customer to the Axon product and digital solution, evidence.com.

                     The LCSO identified a joint purchasing contract with Axon through Sourcewell to procure body-worn cameras and the cloud-based solution, evidence.com that was competitively solicited and awarded. 

                     Pursuant to Article 10-101 of the Lake County Purchasing Ordinance, Cooperative Purchasing, Lake County may participate in a cooperative purchasing agreement for the procurement of goods with one or more public procurement units in accordance with an agreement entered into between the participants.

                     The contract provides for new Axon cameras and hosting maintenance for the cloud enabled software in the estimated annual amount of $135,000.75.

RESOLUTION

 

WHEREAS, Sheriff’s Office Adult Corrections staff entered into a five-year contract to procure Vievu body cameras and the storage of the body worn camera videos in August of 2018 to replace equipment and media storage purchased in 2012 to further enhance transparency, deter inmate behavior and safeguard against false claims of misconduct; and

 

WHEREAS, in 2015, VieVu was acquired by Safariland and in 2018, Axon acquired VieVu from Safariland; and

 

WHEREAS, Since Axon’s acquisition of VieVu, Axon has begun to phase out the VieVu body-worn cameras, support and digital media storage device and have transitioned many of VieVu’s customer to the Axon product and digital solution, evidence.com; and

WHEREAS, the Lake County Sheriff’s Office identified a joint purchasing contract with Axon through Sourcewell to procure body-worn cameras and the cloud-based solution, evidence.com that was competitively solicited; and

 

WHEREAS, Pursuant to Article 10-101 of the Lake County Purchasing Ordinance, Cooperative Purchasing, Lake County may participate in a cooperative purchasing agreement for the procurement of goods with one or more public procurement units in accordance with an agreement entered into between the participants; and

 

NOW, THEREFORE, BE IT RESOLVED by this Lake County Board, that the Purchasing Agent is authorized to enter into a contract with Axon, Scottsdale, Arizona, for the purchase of body-worn cameras for the Lake County Sheriff’s Office for use in the jail in the amount of $675,003.75, or $135,000.75 per year charging the cost to Sheriffs Information Technology Software and Online Services.
