Staff Summary

•                     Lake County desires to enter into a contract with IBM Global Financing, Atlanta, GA and PSR, Inc., Dublin, OH to upgrade the mainframe computer, provide processing and operating software and hardware maintenance.

•                     Lake County extended invitations for bid to five (5) vendors, and one (1) other non-responsive bid was received.

•                     IBM Global Financing, Atlanta, GA is the lowest responsive and responsible bidder for the upgrade and processer software and PSR, Inc., Dublin, OH is the lowest responsive and responsible bidder for the operating software and hardware maintenance.

•                     This contract will cost the County $845,769.99, or $281,923.33 annually.

Body

WHEREAS, in accordance with Section 4-102 of the Lake County Purchasing Ordinance bids were called for by publication for an Upgrade of the Existing IBM Mainframe; and

                     WHEREAS, subsequent to said publication, invitations for bids were extended to the five (5) service providers; and

                     WHEREAS, sealed bids were received from two (2) vendors and opened in the County Building, Waukegan, Illinois on Friday, September 5, 2008 at 2:00 p.m.; and

                     WHEREAS, PSR, Inc., Dublin, OH is the lowest responsive and responsible bidder for the Upgrade of the Existing IBM Mainframe in the amount of $845,770.00 for a three (3) year period; and

WHEREAS, one non-responsive bid was received from SunTrust Equipment Financing and Leasing Corporation, Towson, MD.

 

                     NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that, the Purchasing Agent to enter into a lease agreement with IBM Global Financing, Atlanta, GA in the amount of $61,212.00 per year for a three (3) year period to upgrade the existing IBM Mainframe Computer and purchase of Processor Software in the amount of $167,736.00 per year for a three (3) year period, and with PSR, Inc., Dublin, OH for the purchase of Operating System Software and Hardware Maintenance in the amount of $52,975.33 per year for a three (3) year period, charging $82,710.33 to account #101-1300020-72280-000-000-000-13410, and $199,213.00 to account #101-1300020-71230-000-000-000-13410; and request its adoption.
