Staff Summary
• Lake County desires to enter into a contract for Land Planning and Engineering Services for the Libertyville Campus Planned Unit Development process as required by the Intergovernmental Agreement between the Village of Libertyville and Lake County.
• Request for Information /Statement of Interest #28036 was called for by publication. Notices were sent to seventeen (17) firms; responses were received from fifteen (15) firms.
• In accordance with Section 5-101 (3) of the Lake County Purchasing Ordinance and the Local Government Professional Services Selection Act, a Selection Committee evaluated all firms, then selected and interviewed four (4) firms.
• Negotiations were conducted with the highest ranked firm, Christopher B. Burke Engineering Ltd. of Rosemont, Illinois at a reasonable compensation for the services rendered.
• The services include the development of a comprehensive campus master plan including surveying, land planning, preliminary engineering, wetland delineation, storm water management planning, site circulation and utility analysis, traffic impact analysis, archeological and drain tile surveys, subsurface exploration and testing, and all services related to gaining approval of a Planned Unit Development with the Village of Libertyville including landscaping, site lighting, way finding, building footprint, site capacity, impervious surface and zoning standards.
• This contract will cost the County $315,620 charged to account # 101-1103210-71150-000-000-000-00000.

WHEREAS, in accordance with Section 5-101 (3) of the Lake County Purchasing Ordinance and the Local Government Professional Services Selection Act (50 ILCS 510/1 et seq), a Request for Information /Statement of Interest #28036 was called for by publication for Land Planning and Civil Engineering Services relative to the Libertyville Campus Planned Unit Development process; and
WHEREAS, notices were sent to seventeen (17) firms; responses were received from fifteen (15) firms and opened in the County Building, Waukegan, Illinois on April 3, 2008; and
WHEREAS, in accordance with Section 5-101 (3) of the Lake County Purchasing Ordinance and the Local Government Professional Services Selection Act, a Selection Committee evaluated all firms and selected four (4) firms for interviews determined to be most qualified to provide the services and thereafter ranked the four (4) firms in order of qualifications based on their submission and interview presentations; and
WHEREAS, negotiations were conducted with the highest ranked firm, Christopher B. Burke Engineering Ltd, Rosemont, Illinois at a reasonable compensation, taking into account scope, complexity, and nature of the services to be rendered.
NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that the Purchasing Agent is hereby directed to enter into a contract with Christopher B. Burke Engineering Ltd, Rosemont, Illinois in the amount of $315,620.00 to provide Land Planning and Engineering Services for the Libertyville Campus Planned Unit Development, charging the costs thereof the account # 101-1103210-71150-000-000-000-00000; and request its adoption
