·      The selected and recommended consultant is Crawford, Murphy and Tilly, Inc., Aurora, Illinois, at a maximum cost of $348,148.16.
·      The resolution also appropriates $385,000 of Motor Fuel Tax funds for this study.

R E S O L U T I O N
 
WHEREAS, Cedar Lake Road (County Highway 28) is a designated route on the County highway system; and
 
WHEREAS, the Village of Round Lake is pursuing a long range downtown development plan, which needs to incorporate a more direct connection of Cedar Lake Road from Nippersink Road to Hart Road; and
 
WHEREAS, it would be beneficial for the safety and welfare of the motoring public if a more direct connection of Cedar Lake Road from Nippersink Road to Hart Road; could be determined and incorporated in said Village downtown plan and County transportation plans; and  
 
WHEREAS, it is advisable that a consultant engineering firm be employed to complete a feasibility study of a more direct connection of Cedar Lake Road from Nippersink Road to Hart Road; and
WHEREAS, Lake County, by and through its Division of Transportation, has selected a professional engineering services firm in accordance with the Local Government Professional Services Selection Act, 50 ILCS 510/1 et. seq.; and   
 
WHEREAS, Crawford, Murphy and Tilly, Inc., Aurora, Illinois, are consulting engineers skilled in the provision of said professional engineering services.
 
NOW, THEREFORE BE IT RESOLVED by this Lake County Board, that Crawford, Murphy and Tilly, Inc., Aurora, Illinois, be employed to complete a feasibility study for the proposed realignment of Cedar Lake Road in the downtown Round Lake area, and that the County Board Chair, the County Clerk and the County Engineer of Lake County are authorized and they are directed to execute on behalf of Lake County an agreement, a draft copy of said agreement attached hereto, for consultant engineering services between Lake County and Crawford, Murphy and Tilly, Inc., Aurora, Illinois, at a maximum cost of services described of $348,148.16 and such authorization shall include any subsequent amendments.  
 
BE IT FURTHER RESOLVED that the County Engineer shall transmit, in writing, the final agreement to be executed by the County Board Chair and the County Clerk.   
 
BE IT FURTHER RESOLVED that there is hereby appropriated $385,000 of Motor Fuel Tax funds for these engineering services and designated as Section 02-00065-01-FP.
 
BE IT FURTHER RESOLVED that this agreement be administered in accordance with Chapter 605, Act 5, Section 5-205.2 of the Illinois Compiled Statutes without further Board action providing the final contract cost chargeable under the funds appropriated does not exceed the appropriation.
 
BE IT FURTHER RESOLVED that this appropriation be processed by the County Engineer for final approval of the Illinois Department of Transportation in accordance with the "Agreement of Understanding" between the Illinois Department of Transportation and Lake County, dated January 22, 2003.
