·      Adaptive Traffic Signal Control: Contract Award.
·      Adaptive Traffic Signal Control is new technology for Lake County that allows for real time collection of traffic data and adjustment of signal timing.
·      Aptakisic Road, from Brandywyn Lane to Parkway Drive, has been selected as the first installation.
·      A Request for Proposal (RFP) was issued for the purchase of Adaptive Traffic Signal Control along Aptakisic Road, from Brandywyn Lane to Parkway Drive, to 19 vendors and proposals were received from three firms.
·      A selection committee comprised of staff from the Division of Transportation, the Illinois Department of Transportation (IDOT), and the Purchasing Division recommend the services of Rhythm Engineering, Lenexa, Kansas, as the firm who best meets the needs of the County based on the RFP evaluation criteria.
·      The contract includes purchase of the hardware, training, first and second year maintenance, and warranty at a contract amount of $246,900.
·      Maintenance costs for years 3-5 will be $6,000 annually.
·      Federal funds from IDOT will pay 80% of the cost.
·      The installation of the equipment will be awarded via the County's bid process and presented for approval at a later meeting.

R E S O L U T I O N
 
WHEREAS, in accordance with Section 5-102 of the Lake County Purchasing Ordinance, proposals were called for, by publication, for the installation of Adaptive Traffic Signal Control; and
 
WHEREAS, the Lake County Division of Transportation developed a Systems Engineering Document meeting the Federal Highway Administration's approval to develop requirements for the Adaptive Traffic Signal Control system; and
 
WHEREAS, a Request for Proposal (RFP) was issued for the purchase of Adaptive Traffic Signal Control; and
 
WHEREAS, the RFP was sent to 19 vendors, and sealed proposals were received from three firms and opened in the County Building, Waukegan, Illinois, on Thursday, May 9, 2013, at 2:00 p.m.; and
 
WHEREAS, a selection committee comprised of staff from the Division of Transportation, the Illinois Department of Transportation, and the Purchasing Division recommend the services of Rhythm Engineering, Lenexa, Kansas, as the firm who best meets the needs of the County based on the RFP evaluation criteria and system engineering requirements; and
 
WHEREAS, the contract includes the purchase of the hardware, training, the first and second year annual maintenance and warranty; and
 
WHEREAS, this County Board, at its meeting of February 12, 2013, approved the appropriation of $2,140,000 of ¼ % Sales Tax for Transportation and Public Safety funds for this project; and
 
WHEREAS, pursuant to the IDOT agreement dated February 12, 2013, 80% of the cost will be paid by IDOT.
 
NOW, THEREFORE, BE IT RESOLVED by this Lake County Board, that the Purchasing Agent is hereby authorized to enter into a contract with Rhythm Engineering, Lenexa, Kansas, for the purchase of Adaptive Traffic Signal Control equipment for the planned traffic signal modernization along Aptakisic Road, from Brandywyn Lane to Parkway Drive, in the amount of $246,900.00 charging the costs thereof to account #269-4300030-85020, and designated as Section 11-00088-19-TL.
