Staff Summary
• The current Virtual Private Land Service (VPLS) managed T-1 circuits are provided by Call One and will be replaced by the microwave system that is currently under construction.
• The VPLS circuits transport vital computer aided dispatch data throughout the County to the public safety answering points, then transmit to police, fire and rescue personnel.
• The microwave system was approved by the County Board in April 2014 and was scheduled to be completed eight months ago; however, due to inclement weather, the construction portion of the project was delayed.
• An emergency four month contract to avoid disruption in services was approved by the County Board at its August 11, 2015 meeting.
• Due to additional delays, the Lake County ETSB has requested an additional two month contract to maintain services.
• Pursuant to the Lake County Purchasing Ordinance, emergency procurements are made when a threat exists to public health, welfare, or safety, or to prevent or minimize serious disruption of government services.
• Pursuant to Article 6, Section 103, the Lake County ETSB submitted a written determination of the basis for the emergency and the certification that the selection of the vendor is appropriate.
• This contract authorizes the purchase of network communication solutions for Lake County ETSB with Call One of Chicago, Illinois, for a two month period in the amount of $32,000.

RESOLUTION
WHEREAS, in accordance with Section 6-103 of the Lake County Purchasing Ordinance, emergency procurement of network communication solutions for Lake County ETSB; and
WHEREAS, the microwave system was approved by the County Board in April 2014 and was scheduled to be completed eight months ago, however; due to inclement weather issues the project has been delayed; and
WHEREAS, an initial emergency four month contract to avoid disruption in services was approved by the County Board at its August 11, 2015 meeting; and
WHEREAS, due to additional delays, the Lake County ETSB has requested an additional two month contract to maintain services; and
WHEREAS, pursuant to Article 6, Section 103, the Lake County ETSB submitted a written determination of the basis for the emergency and the certification that the selection of the vendor is appropriate.
NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that the Purchasing Agent is authorized to enter into a two month contract with Call One of Chicago, Illinois, for the emergency procurement of network communications solutions in the $32,000 charging the costs to account 910-9000010-71960.
