Staff Summary
• Lake County established Lake County Policy, 3.9, Job Order Contract (JOC) Policy in December 2023 that states all unplanned JOC project job orders exceeding a threshold of $350,000 require approval of the Finance and Administrative Committee prior to project job order execution.
• As part of the Fiscal Year (FY) 2025 Budget and in alignment with the Facilities Capital Improvement Plan, the CPF server room project was budgeted and authorized in the amount of $2,000,000.
• In March 2025, professional services for design of fire alarm systems, electrical systems, and HVAC systems for CPF and other facilities was approved in the amount of $247,500.
• This project modernizes the primary data transmission and server room infrastructure for CPF. The scope encompasses decommissioning legacy hardware, reorganizing data racks, and installing resilient power and environmental systems to eliminate single points of failure and support continuous building operations.
• Leopardo Construction of Chicago, IL has been selected as the JOC contractor to execute the project.
• Execution of this project using the JOC contract is in the best interest of Lake County.
• This Committee Action authorizes the use of the Job Order Contract in the not to exceed amount of $825,000 for this project.
