R E S O L U T I O N
WHEREAS, Quentin Road, County Highway 5, is a designated route on the county highway system; and
WHEREAS, the free flow of traffic at the intersection of Quentin Road and Rand Road is beneficial to the safety and welfare of the State of Illinois and the county as a whole; and
WHEREAS, the State of Illinois and Lake County believe it would be beneficial to the safety and welfare of the motoring public if the intersection of Quentin Road and Rand Road and Quentin Road from Rue Royal to White Pine Road could be improved by widening and reconstruction; and
WHEREAS, Phase III construction engineering is required to utilize federal highway funds for the above-described improvement; and
WHEREAS, the State of Illinois and Lake County are desirous of entering into an agreement to utilize federal highway funds for the improvement by widening and reconstructing Quentin Road at Rand Road and also for Phase III construction engineering services setting forth the terms and obligations to each agency, a draft copy of which is attached hereto; and
NOW, THEREFORE BE IT RESOLVED by this Lake County Board that the County Board Chair, the County Clerk and the County Engineer of Lake County are authorized and they are directed to execute an agreement, and any subsequent amendments thereto, pertaining to the financing of the above-named improvement.
BE IT FURTHER RESOLVED that the County Engineer shall transmit in writing the final agreement, and any amendments required by IDOT, to be executed by the County Board Chair and the County Clerk, and grant plan and specification approval to the Illinois Department of Transportation.
BE IT FURTHER RESOLVED that there is appropriated $4,680,000 of Motor Fuel Tax funds and designated as Section 02-00051-08-WR.
BE IT FURTHER RESOLVED that this agreement, and any amendments required by IDOT, when executed in their final form, be submitted to the Illinois Department of Transportation for their approval and final processing.
BE IT FURTHER RESOLVED that this appropriation be processed by the County Engineer for final approval of the Illinois Department of Transportation in accordance with the "Agreement of Understanding" between the Illinois Department of Transportation and Lake County, dated January 22, 2003.
