· The Department initiates an annual project to replace older, deteriorating water main and the FY 2011 project focuses on the Wildwood, Vernon Hills and the Fox Lake Hills areas.

· Joel Kennedy Constructing Corporation submitted the lowest responsive and responsible bid in the amount of $1,495,300.10 and has performed quality work on prior County contracts.
· This resolution authorizes the execution of a contract with Joel Kennedy Constructing Corporation of Waukegan, IL in the amount of $ 1,495,300.10 for the FY 2011 Water Main Replacement Project.
Body
WHEREAS, the County of Lake owns and operates water supply systems that serve various communities throughout the County; and
WHEREAS, older portions of water mains in the Wildwood, Vernon Hills and Fox Lake Hills areas require replacement due to severe deterioration; and
WHEREAS, in accordance with the Rules of this County Board, bids were called for by publication for the FY 2011 Water Main Replacement Project; and
WHEREAS, subsequent to said publication, invitations to bid were extended to twenty-five (25) contractors; and
WHEREAS, sealed bids were received and publicly opened in the office of the Public Works Department on Thursday, April 28, 2011 at 2:00 p.m., the bid prices were as follows:

WHEREAS, Joel Kennedy Constructing Corporation is the low responsive, responsible bidder in the total amount of $1,495,300.10
NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that the Purchasing Agent is hereby authorized and directed to execute a contract with Joel Kennedy Constructing Corporation, Waukegan, IL, in the amount of $1,495,300.10 for the Fiscal Year 2011 Water Main Replacement Project and charging the costs thereof to Account Nos. 610-4825198-48310, 610-4833098-48310 and 610-4865498-48310.
