Joint resolution approving the Eighth Amendment to the Department of Housing & Urban Development (HUD) Program Year 2019 (PY19) Annual Action Plan (AAP).
Staff Summary
• HUD requires the submission of an Annual Action Plan (AAP) and associated amendments to govern expenditure of federal housing and community development funding for each program year.
• Community Development Block Grant Coronavirus relief funds (CDBG-CV) and Emergency Solutions Grant Coronavirus relief funds (ESG-CV) activities are included in the PY19 AAP regardless of the program year the activities are initiated.
• The proposed amendment includes the following changes:
o Reduction in funding in the amount of $416,485 for acquisition of a fixed site shelter (PADS Lake County).
o Reduction in funding in the amount of $10,515 for legal services (Prairie State Legal Services).
o Allocation of $227,000 for rental assistance program delivery (Catholic Charities).
o Allocation of $200,000 for hotel shelter costs (PADS Lake County).

RESOLUTION
WHEREAS, the Department of Housing & Urban Development (HUD) requires the submission of an Annual Action Plan (AAP) to govern the expenditure of federal entitlement funding; and
WHEREAS, an amendment to the AAP is required to substantially change the purpose, location, scope or beneficiaries of a project; and
WHEREAS, Lake County received CDBG-CV relief funds and ESG-CV relief funds from HUD to prevent, prepare for, and respond to the spread of COVID-19; and
WHEREAS, CDBG-CV and ESG-CV reporting to HUD is included in the PY 2019 AAP regardless of the program year the activities are initiated; and
WHEREAS, the proposed eighth amendment to the PY 2019 AAP reallocates a total of $427,000 of CDBG-CV funds from a fixed site shelter (PADS Lake County $416,485) and legal services (Prairie State Legal Services $10,515) into rental assistance program delivery (Catholic Charities $227,000) and emergency hotel shelter (PADS Lake County $200,000).
NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that the eighth amendment to the PY 2019 AAP is hereby approved; and
BE IT FURTHER RESOLVED, that the Chair of the Lake County Board or their designee is hereby authorized to execute the necessary documents to complete the submission of the amended PY 2019 AAP.
