Resolution authorizing the Purchasing Agent to negotiate contracts with Blue Cross Blue Shield of Illinois, Oak Brook, IL, in an estimated amount of $25,100,000 per year, plus renewals, for Health Insurance Services for plan year 2009 (January 1 through December 31), and Express Scripts, St. Louis, MO, in an estimated amount of $5,700,000 per year, plus renewals, for Prescription Benefit Management services.

• Request for proposals were sent to twenty (20) vendors and received from seven (7) vendors.
• An Evaluation Committee comprised of representatives from the Human Resources, Forest Preserve and Buck Consultants held interviews with all seven (7) vendors.
• In accordance with the Evaluation Criteria established in the Request for Proposal and the interview, the Evaluation Committee determined that the proposals submitted by Blue Cross Blue Shield of Illinois and Express Scripts are the most favorable proposals for Lake County.
• Blue Cross Blue Shield will administer third party claims for HMO and PPO plans and Express Scripts will administer the prescription drug card program.
• This contract will cost the County an estimated amount of $30,800,000 per year, plus renewals charging the costs thereof as follows: $16,100,000 charged to account #510-1430010-74010-000-000-000-00000, $9,000,000 charged to account #510-1430010-74060-000-000-000-00000 and $5,700,000 to account #510-1430010-74015-000-000-000-00000.

WHEREAS, in accordance with Section 5-102 of the Lake County Purchasing Ordinance, proposals were called for by publication for Health Plan and Prescription Benefit Management Services; and
WHEREAS, subsequent to said publication, request for proposals were sent to twenty (20) vendors; and
WHEREAS, sealed proposals were received from seven (7) vendors and opened in the County Building, Waukegan, Illinois, on Wednesday, April 30, 2008 at 2:00 p.m.; and
WHEREAS, an Evaluation Committee comprised of representatives from the Human Resources, Forest Preserve and Buck Consultants held interviews with all seven (7) vendors; and
WHEREAS, in accordance with the Evaluation Criteria established in the Request for Proposal and the interview, the Evaluation Committee determined that the proposals submitted by Blue Cross Blue Shield of Illinois and Express Scripts are the most favorable proposals for Lake County; and

NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County,
Illinois, that the Purchasing Agent negotiate contracts with Blue Cross Blue Shield of Illinois, Oak Brook, IL, in an estimated amount of $25,100,000.00 per year, plus renewals, for Health Insurance Services for plan year 2009 (January 1 through December 31), and Express Scripts, St. Louis, MO, in an estimated amount of $5,700,000.00 per year, plus renewals, for Prescription Benefit Management services charging the costs thereof as follows: $16,100,000.00 charged to account #510-1430010-74010-000-000-000-00000, $9,000,000.00 charged to account #510-1430010-74060-000-000-000-00000 and $5,700,000.00 to account #510-1430010-74015-000-000-000-00000.
