Staff Summary

                     Improvements to the Robert McClory Bike Path include paving the gravel path with asphalt, resurfacing the existing asphalt, concrete repairs, ADA upgrades, drainage improvements, increased local connectivity, and other related work.

                     There was a public call for bids, and a total of one bid was received, in the amount of $9,170,788.90, and the lowest responsible bidder is Campanella & Sons, Inc., Wadsworth, Illinois, in the amount of $9,170,788.90.

                     This project is included in the Transportation Improvement Program with construction to begin in 2025 and designated as Section 23-00999-94-BT.

RESOLUTION

 

WHEREAS, pursuant to authority granted by this County Board of Lake County, Illinois, the County Engineer heretofore called for sealed bids, by publication, for improvements to the Robert McClory Bike Path, from Russell Road to Broadway Avenue and from Old Elm Road to Vine Avenue, for a total of 12.3 miles and designated as Section 23-00999-94-BT; and

 

WHEREAS, pursuant to said publication and calling for said bids, sealed bids were received and opened on May 13, 2025, at 10:00 a.m. at the Lake County Division of Transportation in Libertyville, Illinois; a tabulation of said bids being as follows:

 

Campanella and Sons, Inc.

Wadsworth, Illinois

$9,170,788.90

 

WHEREAS, the Public Works and Transportation Committee, the County Engineer and the Purchasing Agent have examined each bid, and it appears that the lowest responsible bidder is Campanella and Sons, Inc., Wadsworth, Illinois, their bid being $9,170,788.90 based on estimated quantities and unit prices; and

 

WHEREAS, an appropriation of funds is required.

 

NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that a contract be awarded to said Campanella & Sons, Inc., Wadsworth, Illinois, in accordance with their bid of $9,170,788.90, based on estimated quantities and unit prices, and that the Purchasing Agent, the County Clerk, and the County Engineer of Lake County be authorized and they are hereby directed to enter into a contract with said low bidder for the improvements to the Robert McClory Bike Path, from Russell Road to Broadway Avenue and from Old Elm Road to Vine Avenue; and designated as Section 23-00999-94-BT; and

 

BE IT FURTHER RESOLVED, that in as much as such estimated quantities are the best approximation that can be determined at this time, these quantities may be added to, deducted from, or modified from in the final determination of the contract cost in accordance with Chapter 605 of the Illinois Compiled Statutes, Act 5, Section 5-205.2 without further board action, providing the final cost chargeable to the funds appropriated does not exceed the appropriation; and

 

BE IT FURTHER RESOLVED, that there is hereby appropriated $11,005,000 of ¼% Sales Tax for Transportation funds.
