Staff Summary

                     Gilmer Road Bike Path (Middleton Parkway to Sylvan Drive), Gilmer Road (Hawley Street to Diamond Lake Road) and Roberts Road (McHenry County Line to IL Rte. 59) Resurfacings, Phase II Engineering Services: Consultant Agreement

                     A consultant will be utilized to undertake Phase II design engineering services for these resurfacings.

                     The selected and recommended firm is Bollinger, Lach & Associates, Inc., Itasca, Illinois.

                     This resolution appropriates $680,000 of Motor Fuel Tax funds for these engineering services.

 

Body

R E S O L U T I O N

 

                     WHEREAS, Gilmer Road (County Highway 26) and Roberts Road (County Highway 35) are designated routes on the county highway system; and 

 

                     WHEREAS, it would be beneficial for the safety and welfare of the motoring public if a bike path is constructed on the east side of Gilmer Road from Middleton Parkway to Sylvan Drive; and

 

                     WHEREAS, it would be beneficial for the safety and welfare of the motoring public if Gilmer Road from Hawley Street to Diamond Lake Road could be resurfaced, and also if Roberts Road from the McHenry County line to IL Rte. 59 could be resurfaced; and

 

                     WHEREAS, it is advisable that a consultant engineering firm be employed to provide Phase II engineering services (Design Engineering); and

 

                     WHEREAS, Lake County, by and through its Division of Transportation, has selected a professional engineering services firm in accordance with the Local Government Professional Services Selection Act (50 ILCS 510/1 et. seq.); and  

 

                     WHEREAS, Bollinger, Lach & Associates, Inc., Itasca, Illinois, are consulting engineers skilled in the provision of said Phase II engineering services (Design Engineering).

 

                     NOW, THEREFORE BE IT RESOLVED BY this County Board of Lake County, Illinois, that Bollinger, Lach & Associates, Inc., Itasca, Illinois, be employed to provide said Phase II engineering services (Design Engineering) and that the Chair of the County Board, the County Clerk and the County Engineer of Lake County are authorized and they are directed to execute on behalf of Lake County, an agreement for Phase II consultant engineering services between Lake County and Bollinger, Lach & Associates, Inc., Itasca, Illinois. The County Engineer shall transmit in writing the final agreement to be executed by the Chair of the Lake County Board and the County Clerk.  

 

                     BE IT FURTHER RESOLVED that there is hereby appropriated $680,000.00 of Motor Fuel Tax funds for these engineering services designated as Section 10-00999-14-EG.

 

                     BE IT FURTHER RESOLVED that this agreement be administered in accordance with Chapter 605, Act 5, Section 5-205.2 of the Illinois Compiled Statutes without further Board action providing the final contract cost chargeable under the funds appropriated herein does not exceed the appropriation aforesaid.

 

                     BE IT FURTHER RESOLVED that this appropriation be processed by the County Engineer for final approval of the Illinois Department of Transportation in accordance with the “Agreement of Understanding” between the Illinois Department of Transportation and Lake County, dated January 22, 2003.
