Staff Summary

                     Beginning in 1999, the Children’s Advocacy Center has annually implemented this grant to supplement funding for a victim advocate.

                     This grant, covering the period October 1, 2010 through September 30, 2011, funds a portion of the salary for one of the three victim advocates housed at the Lake County Children’s Advocacy Center.

                     The victim advocate provides comprehensive supportive services to child victims and their non-offending family members throughout the court process with the goal of preventing re-victimization of children through education and emotional support.

                     Over the last nine years, the Center has served an average of 506 victims and non-offending family members each year.

                     Program expenses during the grant fiscal year are estimated at $62,278 in salary and $21,642 in fringe for a total of $83,920.

                     Sources of funding include $54,376 in federal funds for salary, $13,594 for the 20% required match for salary, and $15,950 in overmatch for salary and fringe for a total of $83,920. The Children’s Advocacy Center reimburses the State’s Attorney’s Office for the required match (20%) and overmatch for the rest of salary and benefits.

                     The grant award increased 10% from last year, which in turn reduces the local match and overmatch cost for the position.

 

Body

WHEREAS, WHEREAS, the Illinois Criminal Justice Information Authority (ICJIA) has announced a 12-month continuation of a Victims of Crime Act (VOCA) grant for the Children’s Advocacy Center program to provide advocacy services to child victims of crimes during the period October 1, 2010 through September 30, 2011; and

 

WHEREAS, the ICJIA has increased funding by 10%, from the previous grant year’s $48,550 federal dollars to offset the cost of the victim witness counselor’s salary; and

 

WHEREAS, the $83,290 grant budget for salary and fringe is comprised of $54,376 in federal funds awarded, and $29,544 from the State’s Attorney’s budget; and

 

WHEREAS, the grant budget is included in the State’s Attorney’s Fiscal Year 2011 budget, including revenue of $48,550 in federal funds and $36,985 from the Children’s Advocacy Center for match/overmatch, and a revenue adjustment needs to be made to correctly reflect the $54,376 of federal funds awarded (increase of $5,826) and to correctly reflect the Children’s Advocacy Center contribution of $29,544 (decrease of $7,441) in this renewal; and

 

WHEREAS, the State’s Attorney’s Office recommends that the Chairman of the County Board, the State’s Attorney, and the Treasurer be authorized to execute the necessary documents to accept the grant renewal.

 

NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that the Chairman of the Lake County Board, State’s Attorney and Treasurer are hereby authorized to execute the necessary documents for the renewal; and

 

BE IT FURTHER RESOLVED, that account 101-3303010-45334 be adjusted from $48,550 to $54,376 (an increase of $5,826) and account 101-3303010-45020 be adjusted from $36,985 to $29,544 (a decrease of $7,441) correctly reflect the funds allocated to this program.
