R E S O L U T I O N
WHEREAS, pursuant to authority granted by this Lake County Board, the County Engineer heretofore called for sealed bids, by publication, to provide for the purchase and installation of Intelligent Transportation System (ITS) PASSAGE Field Elements for 2016, along various routes in Lake County including Illinois Route 132 at Lawson Boulevard, Illinois Route 21 at Valley Park Drive, Illinois Route 120 at Wilson Road, Illinois Route 120 at Fairfield Road, Illinois Route 173 at U.S. Route 41 and Illinois Route 173 at I-94 (west ramp), and designated as Section 16-00268-14-TL; and
WHEREAS, in addition to the base bid work described above, the added alternative bidding process was used for bidders to provide costs for including alternatives A, B, C, D, E, F and G work, with a total contract award limit of $475,000; and
WHEREAS, added Alternative A consists of LCDOT intersection improvements, O’Plaine Road at McGaw Road, O’Plaine Road, McGaw Road to Illinois Route 120, and IDOT intersection improvement, Illinois Route 120 at O’Plaine Road and a preferred fiber optic cable connection from McGaw Road to Washington Street; and
WHEREAS, added Alternative B consists of LCDOT intersection improvements, O’Plaine Road at McGaw Road, O’Plaine Road, McGaw Road to Illinois Route 120, and IDOT intersection improvements, Illinois Route 120 at O’Plaine Road, Illinois Route 137 at O’Plaine Road, and an acceptable wireless connection from McGaw Road to Illinois Route 137 (Alternative B not considered if Alternative A included in the project); and
WHEREAS, added Alternative C consists of LCDOT intersection improvement, State Park Road at Grass Lake Road, and IDOT intersection improvement, U.S. Route 12 at State Park Road; and
WHEREAS, added Alternative D consists of LCDOT intersection improvement, Russell Road at Trumpet Drive, and IDOT intersection improvement, Illinois Route 131 at Russell Road; and
WHEREAS, added Alternative E consists of LCDOT intersection improvements, Arlington Heights Road at Checker Road, Arlington Heights Road, Checker Road to Illinois Route 83, and IDOT intersection improvement, U.S. Route 83 at Arlington Heights Road, and a preferred fiber optic cable connection from Checker Road to Illinois Route 83; and
WHEREAS, added Alternative F consists of LCDOT intersection improvement, Arlington Heights Road at Checker Road and IDOT intersection improvement, U.S. Route 83 at Arlington Heights Road, and an acceptable wireless connection from Checker Road to Illinois Route 83 (Alternative F not considered if Alternative E included in the project); and
WHEREAS, added Alternative G consists of IDOT intersection improvement, U.S. Route 43 at Deerpath Avenue; and
WHEREAS, pursuant to said publication and calling for said bids, sealed bids were received and opened on March 15, 2016, at 10:00 A.M., at the Lake County Division of Transportation in Libertyville, Illinois; and
WHEREAS, a tabulation of said bids compared to the total contract award limit of $475,000 resulted in the work to be done consisting of the base bid work and alternatives A, C, D, F and G work, the combined bid tabulations being as follows:

WHEREAS, the Public Works and Transportation Committee, the County Engineer and the Purchasing Agent have examined each bid, and it appears that the lowest responsible bidder is H&H Electric Company, Franklin Park, Illinois, their bid being $459,596.80 based on estimated quantities and unit prices; and
WHEREAS, this Lake County Board, by prior resolution at its meeting of February 9, 2016, appropriated $600,000 of ¼% Sales Tax for Transportation funds for the purchase and installation of Intelligent Transportation System (ITS) PASSAGE Field Elements for 2016, along various routes in Lake County, and designated as Section 16-00268-14-TL.
NOW, THEREFORE BE IT RESOLVED by this Lake County Board, that a contract be awarded to said H&H Electric Company, Franklin Park, Illinois, in accordance with their bid of $459,596.80 based on estimated quantities and unit prices and that the Purchasing Agent, the County Clerk, and the County Engineer of Lake County be authorized, and they are hereby directed to enter into a contract with said low bidder to provide for the purchase and installation of Intelligent Transportation System (ITS) PASSAGE Field Elements for 2016, along various routes in Lake County and alternatives A, C, D, F and G, as described above, and designated as Section 16-00268-14-TL.
BE IT FURTHER RESOLVED that in as much as such estimated quantities are the best approximation that can be determined at this time, these quantities may be added to, deducted from, or modified from in the final determination of the contract cost in accordance with Chapter 605 of the Illinois Compiled Statutes, Act 5, Section 5-205.2 without further Board action, providing the final cost chargeable to the funds appropriated does not exceed the appropriation.
