Staff Summary
• There is a need to enter into a contract for elevator modernization at the adult detention center in Waukegan.
• The current elevator motors, motor controllers, and elevator control systems have reached the end of their useful life
• Funding was previously approved as a facility assessment project in the Corporate Capital Improvement Plan (CCIP) and carried over to 2017 for jail elevator modernization.
• An invitation to bid was issued and extended to 22 vendors and sealed bids were received from three contractors, of which two were non-responsive.
• ThyssenKrupp Elevator, Lombard, Illinois, was determined to be the lowest responsive and responsible bidder who best meets the needs of the County in the amount $553,340, and the contract will be managed by the Facilities Department of Finance and Administrative Services.
• This resolution also authorizes elevator maintenance during and after the elevator modernization project in the amount $495 per month and will be funded within the Facilities Operation budget to ensure continuity of operations.
• In addition to modernizing the existing elevators, the motors will be switched from direct current (DC) to alternating current (AC) voltage, with variable frequency drives, providing greater energy efficiency. Due to the critical nature of these elevators, this project also includes redundant systems and door protection.

RESOLUTION
WHEREAS, funding was allocated as part of the 2017 budget and carry-over process for certain capital improvements at the adult detention center in Waukegan; and
WHEREAS, the current elevator motor, motor controller, and elevator control systems have reached the end of its useful life; and
WHEREAS, sealed bids were received from three vendors, two of which were non-responsive, at the Lake County Administrative Building, Waukegan, Illinois, on June 20, 2017, at 2:00 p.m.; and
WHEREAS, based on the criteria set forth in the bid; the staff evaluated all bids submitted and determined that the bid submitted by ThyssenKrupp Elevator in the amount of $553,340 is the lowest responsive and responsible bidder for Lake County; and
NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that the Purchasing Agent is hereby directed to enter into a contract with ThyssenKrupp Elevator, Lombard, Illinois for elevator modernization at the adult detention center in Waukegan in the amount of $553,340 and will be managed by Facilities Department of Finance & Administrative Services and charged to account number 101-1103285-82020-000-000-000-00000 and $495 per month to account number 101-1220030-72220-000-000-000-00000.
