Staff Summary

                     2012 Stormwater Detention Basin Retrofits: Contract Award and Supplemental Appropriation.

                     Lake County Division of Transportation proposes to convert certain dry detention basins to wet detention basis to improve stormwater management and water quality treatment.

                     A total of six bids were received, ranging from $215,938.27 to $300,957.45, and the lowest responsible bidder is Campanella & Sons, Inc., Wadsworth, Illinois, in the amount of $215,938.27

                     This resolution authorizes execution of the contract, and provides for a supplemental appropriation of $70,000 of Matching Tax funds.

R E S O L U T I O N

 

WHEREAS, pursuant to authority granted by this Lake County Board, the County Engineer heretofore called for sealed bids, by publication, for  the 2012 Stormwater Detention Basin Retrofits, and designated as Section 11-00999-24-DR; and

 

WHEREAS, pursuant to said publication calling for said bids, sealed bids were received and opened on December 18, 2012, at 10:00 AM at the Lake County Division of Transportation in Libertyville, Illinois; a tabulation of said bids being as follows:

WHEREAS, the Public Works and Transportation Committee, the County Engineer and the Purchasing Agent have examined each bid, and it appears that the lowest responsible bidder is Campanella & Sons, Inc., Wadsworth, Illinois, their bid being $215,938.27 based on estimated quantities and unit prices; and

 

WHEREAS, this Lake County Board, by prior resolution at its meeting of July 10, 2012, appropriated $115,000 of Matching Tax funds and $80,000 of Motor Fuel Tax funds for the Detention Basin Retrofits, and designated as Section 11-00999-24-DR; and

                     

WHEREAS, a supplemental appropriation of $70,000 of Matching Tax funds is required.

 

NOW, THEREFORE BE IT RESOLVED by this Lake County Board, that a contract be awarded to said Campanella & Sons, Inc., Wadsworth, Illinois, in accordance with their bid of $215,938.27, based on estimated quantities and unit prices, and that the Purchasing Agent, the County Clerk, and the County Engineer of Lake County be authorized and they are hereby directed to enter into a contract with said low bidder for the Detention Basin retrofits, and designated as Section 11-00999-24-DR; and

 

BE IT FURTHER RESOLVED that in as much as such estimated quantities are the best approximation that can be determined at this time, these quantities may be added to, deducted from, or modified from in the final determination of the contract cost in accordance with Chapter 605 of the Illinois Compiled Statutes, Act 5, Section 5-205.2 without further Board action, provided the final cost chargeable to the funds appropriated does not exceed the appropriation.

 

BE IT FURTHER RESOLVED that a supplemental appropriation of $70,000 of Matching Tax funds is made for the modifications of older existing stormwater detention basins to improve functionality and water quality, and designated as Section 11-00999-24-DR.

 

BE IT FURTHER RESOLVED that this award be processed by the County Engineer for final approval of the Illinois Department of Transportation in accordance with the “Agreement of Understanding” between the Illinois Department of Transportation and Lake County, dated January 22, 2003.
