RESOLUTION
WHEREAS, Lake County PASSAGE is a cooperative initiative of IDOT and Lake County to implement the federal initiative for the Intelligent Transportation System (ITS) in Lake County; and
WHEREAS, City of Waukegan, Lake County and the State of Illinois believe it would be beneficial to the safety and welfare of the motoring public if traffic signals situated along Grand Avenue. (Green Bay Road to the Amstutz Expressway) could be modernized and interconnected with PASSAGE; and
WHEREAS, this County Board of Lake County, Illinois, at its meeting of June 10, 2008 authorized the execution of an agreement between Lake County and the City of Waukegan for costs of improvements for connection to Lake County PASSAGE associated with the traffic signals owned by the State of Illinois on Grand Avenue (Green Bay Road to the Amstutz Expressway); and
WHEREAS, this County Board of Lake County, Illinois, at its meeting of March 8, 2005, authorized the execution of an agreement between Lake County and the State of Illinois for the costs of improvements for connection to Lake County PASSAGE associated with traffic signals owned by the state; and
WHEREAS, Phase III engineering is required to utilize federal highway funds for the above-proposed improvements;
WHEREAS, the State of Illinois and Lake County are desirous of entering into an agreement to utilize federal highway funds for the above-proposed improvement and also for Phase III engineering services (Construction Engineering), a draft copy of which agreement is attached hereto.
NOW, THEREFORE BE IT RESOLVED BY this County Board of Lake County, Illinois, that the Chair of the Lake County Board, the County Clerk and the County Engineer of Lake County are authorized and they are directed to execute an agreement pertaining to the financing of the above-named improvement. The County Engineer shall transmit in writing the final agreement to be executed by the Chair of the Lake County Board and the County Clerk.
BE IT FURTHER RESOLVED that there is appropriated $1,350,000 of ¼ % Sales Tax funds for Transportation and Public Safety for construction of this improvement and Phase III engineering services and is designated as Section 08-00259-00-TL.
BE IT FURTHER RESOLVED that a copy of this agreement when executed in its final form be submitted to the Illinois Department of Transportation for their approval and final processing.
