Joint resolution authorizing an agreement with the State of Illinois/Illinois Department of Transportation, for improvements along Illinois Route 22, from Quentin Road to Illinois 83, granting of a Temporary Construction Easement, appropriating $150,000 of 1/4% Sales Tax for Transportation funds.

 

Staff Summary

                     The Illinois Department of Transportation (IDOT) will be making improvements to widen and reconstruct Illinois Route 22 between Quentin Road (County Highway 5) and Illinois Route 83, including intersection improvements at Old McHenry Road (County Highway 32), and new bike path and sidewalk.  Construction is anticipated to begin in 2027.

                     IDOT requires a 0.006 acre (250 square foot) Temporary Easement along Old McHenry Road from a Lake County owned property in order to construct the improvement.

                     Lake County Division of Transportation’s (LCDOT) share of this improvement for traffic signal work is estimated to be $115,000 and this project is included in LCDOT’s Transportation Improvement Program and designated as Section 25-00999-16-WR.

                     The Lake County Department of Public Works (LCPW) owns and operates sanitary sewer within the Illinois Route 22 right-of-way. The portion of the LCPW sanitary sewer between Krueger Rd and Salem Lake Dr must be relocated as part of the Illinois Route 22 roadway improvements.

                     LCPW’s share of this improvement is estimated to be $1,835,400, in exchange for which IDOT will include relocation of the LCPW sanitary sewer main within the roadway project. LCPW will utilize budgeted funds for their share of the project.

                     In accordance with County Board Rules, the State’s Attorney’s Office has reviewed this Intergovernmental Agreement prior to action by the County Board.

                     This resolution authorizes the granting of the temporary easement, appropriation of ¼% Sales Tax for Transportation funds for the LCDOT share, and authorizes the County Board Chair, the County Clerk, the Director of Transportation/County Engineer and the Director of Public Works to execute the agreement.

RESOLUTION

 

WHEREAS, the State of Illinois (State) and the County of Lake (County) believe it would be beneficial to the safety and welfare of the traveling public if Illinois Route 22, from Quentin Road (County Highway 5) to Illinois Route 83, could be improved; and

 

WHEREAS, the State, through its Department of Transportation (IDOT), will be making improvements to Illinois Route 22 between Quentin Road (County Highway 5) and Illinois Route 83 that include roadway widening and reconstruction along with intersection and non-motorized improvements; and

 

WHEREAS, the County is the owner of record of certain real property, PIN 14-13-300-037, located near the intersection of Illinois Route 22 and Old McHenry Road in Long Grove, Illinois; and

 

WHEREAS, IDOT requires a 0.006 acre (250 square foot) Temporary Easement along from this County-owned parcel in order to construct the improvement; and

 

WHEREAS, the County is desirous of conveying the Temporary Easement to IDOT to facilitate the improvement; and

 

WHEREAS, IDOT has prepared the necessary conveyance documents and will compensate the County in the amount of $400.00 based on an independent property appraisal; and

 

WHEREAS, the County, through its Department of Public Works (LCPW), owns and operates sanitary sewer within the Illinois Route 22 right-of-way and portions of the LCPW sanitary sewer must be relocated as part of the roadway improvement; and

 

WHEREAS, the State and the County are desirous of entering into an agreement for the above referenced improvement, a draft copy of which is attached hereto; and

 

WHEREAS, an appropriation of funds is required for the LCDOT share of the project.

 

NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that the County Board Chair, the County Clerk, the Director of Transportation/County Engineer and the Director of Public Works of Lake County are authorized, and hereby directed to execute an agreement, and any amendments, for improvements along Illinois Route 22, from Quentin Road to Illinois Route 83; and

 

BE IT FURTHER RESOLVED that the Director of Transportation/County Engineer and the Director of Public Works shall transmit, in writing, the final agreement, and any subsequent amendments, to be executed by the County Board Chair and the County Clerk, and grant plan and specification approval to IDOT for their respective Department’s facilities; and

 

BE IT FURTHER RESOLVED, that the conveyance of the above-mentioned County-owned property to IDOT is hereby approved and that the County Board Chair and County Clerk are hereby authorized and directed to execute whatever documents are necessary to effectuate the transfer; and

 

BE IT FURTHER RESOLVED, that there is hereby appropriated $150,000 of ¼% Sales Tax for Transportation funds and designated as Section 25-00999-16-WR for the LCDOT share of the improvement; and

 

BE IT FURTHER RESOLVED, that $1,835,400 from the budgeted Public Works Enterprise funds will be used for the LCPW share of the improvement; and

 

BE IT FURTHER RESOLVED that this agreement, and any subsequent amendments, when executed in their final form, be submitted to the Illinois Department of Transportation for their approval and final processing.
