Joint resolution authorizing the acceptance and execution of a Justice Assistance Grant (JAG) Violent Crime Prosecution Grant which will assist the Lake County State’s Attorney’s Office with the prosecution of violent crimes within Lake County, including an emergency appropriation of $156,631 in grant funds.

 

Staff Summary

                     The Lake County State’s Attorney’s Office (LCSAO) has been awarded $156,631 in JAG Violent Crime Prosecution funds through the Illinois Criminal Justice Information Authority (ICJIA).

                     The nine-month grant term is January 1, 2025, through September 30, 2025.

                     LCSAO will use funds to offset salary and fringe costs of a full-time (1 FTE) Assistant State’s Attorney (ASA) (position number 41068) and 40 percent of a full-time (1 FTE) Data Analyst (position number 41192).

                     The ASA will focus on prosecuting gun violence offenses within Lake County and the Data Analyst will track and map violent crime incidents.

                     If funding for the Data Analyst position ends, and new funding is not secured, the position will be eliminated. The ASA headcount is part of the SAO position inventory.

RESOLUTION

 

WHEREAS, the Lake County State’s Attorney’s Office has been awarded a Justice Assistance Grant (JAG) Violent Crime Prosecution Grant from the Illinois Criminal Justice Information Authority (ICJIA), for the time period of January 1, 2025, through September 30, 2025, in the amount of $156,631; and

 

WHEREAS, the Lake County State’s Attorney’s Office will use this funding to prosecute and track data on violent crimes within Lake County, specifically gun violence through two existing positions (41068 - 1 FTE and 41192 - .40 FTE for this grant); and

 

WHEREAS, the JAG Violent Crime Prosecution Grant is in the amount of $156,631 and it is necessary to emergency appropriate this amount; and

 

WHEREAS, the State’s Attorney’s Office recommends that the Chair of the County Board, the State’s Attorney and the Treasurer be authorized to execute the necessary documents to accept and execute the grant.

 

NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that the JAG Violent Crime Prosecution Grant awarded to the Lake County State’s Attorney’s Office by ICJIA is hereby accepted; and

 

BE IT FURTHER RESOLVED, that an emergency appropriation of $156,631 is hereby authorized for the JAG Violent Crime Prosecution Grant in revenue and expenditure accounts as detailed in the attached chart of accounts; and

 

BE IT FURTHER RESOLVED, that the State’s Attorney shall serve as the project director for the program, and accurate records of all necessary grant compliance requirements shall be kept by the State’s Attorney’s Office; and

 

BE IT FURTHER RESOLVED, that the Chair of the Board, the Lake County State’s Attorney, and the Lake County Treasurer are hereby authorized to execute the necessary documentation in order to accept the grant renewal.
