Staff Summary
• Facilities and Construction Services recommends entering into a contract with Mechanical, Inc. for building mechanical infrastructure projects to the Lake County Jail, which includes the replacement of four detention air handling units (AHU), the smoke evacuation system fans, and fire main controls, as well as all demolition of antiquated equipment.
• The proposed contract was budgeted as part of the Corporate Capital and the Facility Assessment budgets. Multiple budgeted items are included in this proposed contract. The Jail AHU project was funded in the Capital Improvement Plan (CIP) for $6,038,758. The smoke evacuation system and the Jail’s sixth floor detention ceiling was funded in the Facility Assessment for $656,440. The shortage is being funded from CIP unallocated funding.
• This project is necessary and is programmed to replace equipment beyond its useful life. The new equipment will improve energy efficiency, air quality and life safety.
• An invitation to bid was issued and extended to 35 qualified vendors and sealed bids were received from two vendors in the amount of $6,963,000 to $9,278,600.
• Mechanical, Inc. was determined to be the lowest responsive and responsible bidder who best meets the needs of the County in the amount of $6,963,000.

R E S O L U T I O N
WHEREAS, there is a need for mechanical infrastructure projects including air handling unit (AHU) replacement, smoke evacuation system upgrade and chiller demolition in the Lake County Jail; and
WHEREAS, the County has competitively sourced a vendor to provide these services through a public bid process; and
WHEREAS, in accordance with Chapter 33.036 of the Lake County Purchasing Ordinance, a bid was called for by publication for mechanical infrastructure projects including air handling unit (AHU) replacement, smoke evacuation system upgrade and chiller demolition in the Lake County Jail; and
WHEREAS, invitations for bids were extended to thirty-five vendors; and
WHEREAS, sealed bids were received from two vendors and opened in Waukegan, Illinois on Tuesday, August 6, 2019, at 11:00 a.m.; and
NOW, THEREFORE, BE IT RESOLVED, by this County Board of Lake County, Illinois, that the Purchasing Agent is hereby authorized to enter into a contract with Mechanical, Inc., Freeport, Illinois, for mechanical infrastructure projects including air handling unit (AHU) replacement, smoke evacuation system upgrade and chiller demolition in the Lake County Jail in the amount of $6,963,000.
